| In recent years, China has suffered natural disasters such as Wenchuan Earthquake, Yushu Earthquake, Lushan Earthquake, Ludian Earthquake, Zhouqu Mountain Torrent &Mudslide, as well as the "Ramasun" Super Typhoon, which had caused serious damage to our nation, and our country has entered a period of the high and frequent occurrence for natural disasters. To effectively respond to various natural disasters, our nation has set up the relief material reserve system in the four central-province-city-county layers. The establishment of the disaster relief material reserve system has played an important role in protecting the victims’interests and maintaining a stable social order, and won the public recognition.Fujian is located in China’s southeast coast with complex terrains and numerous rivers, and it is the severely afflicted area with frequent natural disasters. According to the national requirements and local conditions, Fujian Province has also launched the construction for the disaster relief material reserve system, which has played an important role in disaster relief over the years. However, numerous problems exist in the relief material reserve of Fujian, such as single disaster relief material type, slow updating speed, slow progress of the relief material reserve pool construction, insufficient reserve capacities, irrational layout, low levels in the relief material reserve management, as well as the bugs in the daily management. Before these problems are resolved, the disaster relief and mitigation work would be impacted.In the year of 2015, the state promulgated the Guiding Opinions on Strengthening the Construction of the Natural Disaster Relief Material Reserve System, which raised the construction of the relief material reserve to a new height. Starting from the situations in Fujian Province and based on the interviews and check on mass data, this paper analyzes and summarize the existing problems in the relief material reserve of Fujian Province and the causes in the perspective of the civil affair department, makes reference of experience from home and abroad and proposes the advice of improving the relief material reserve system of Fujian Province, including measures of increasing the financial investment, improving the disaster relief material reserve system, strengthening the leadership and supervision, enhancing the daily management, introducing the social forces, as well as promoting the information construction. |
