Since the beginning of the 21st century,especially after the 2004 Indian Ocean tsunami,the number of disaster incidents on a global scale has increased year by year,and the impact of disasters on the economy and society has increased.For the year 2015,disaster events have been created directly Economic losses of up to 85 billion US dollars,and directly lead to more than 26,000 people were killed,the first half of 2016 China's death toll reached nearly a thousand people,direct economic losses of more than 250 billion yuan.At the same time,due to economic and social development,deterioration of the ecological environment and other factors,disaster events caused by the disaster chain,especially secondary disasters on the lives and property of the people posing a threat to increase,especially earthquake,typhoon and other large-scale,high-intensity disaster events often lead to landslides,debris flow,heavy rain,floods and other secondary disasters,making the disaster area further deteriorated,the difficulty of rescue increased.This paper studies the construction of the material reserve network before the disaster from the perspective of disaster chain,and links the pre-disaster,the primary disaster and the secondary disaster stage based on the disaster timeline,taking into account the influence of the primary and secondary disasters on the material reserve decision,and taking the post-disaster social donation materials into the traditional material reserve network,as a separate rescue power to build a two-stage material reserve model,the goal is the minimization of pre-disaster material reserves and post-disaster material distribution costs.In this paper,the demand conditions and material donation status of the disaster chain are constructed into the Markov chain at different time stages.The parameters in different states are transformed with the Markov probability transfer matrix to construct the rescue material under the disaster chain Reserve network model,and finally the model is solved by MATLAB software.It is found that the cost of disaster relief can be significantly reduced under the model,and the administrative area of the disaster has been significantly affected by the disaster recovery,but it is also found that with the increase of disaster intensity,the role of post-disaster relief activities has some limitations,and it is necessary to play the role of government rescue reserve materials.The material reserve network model provides effective theoretical and methodological support for the material rescue in the large-scale disaster chain scenario,and the multi-agent rescue model can effectively avoid the disorder of the multi-agent rescue and improve the efficiency of the rescue activities.
