With an increasing number of elderly population and the change of family structure size, the aging of the problem is becoming increasingly serious, for which most of the urban areas have established a "family as the core, community-based, professional services to rely on" community home care model, to let "the care of the elderly return to the family" and take effective protection to meet the elderly's needs. However, there are many problems in the process of extension and construction of the elderly care in the rural communities, such as the limit of the scope to the service and the instability of model itself. The investigation and analysis of the community home care's carrier will help to improve the supply of elderly care in rural communities and guarantee the old people's life in their later years.In this paper, a case study is used to investigate the "Four Halls" in the F district of Shanghai suburbs. Community care theory is used to clear the services, the subjects and the content of community home care and also indicate that the elderly should have a positive attitude. Based on the present situation of rural elderly care in F district, we use the methods of literature analysis and field interview to collect the data, study the effect of the four-hall elderly care, and discuss the function of "Four Halls". So that we can try to put forward some countermeasures and suggestions to optimize and innovate the elderly care of rural communities.Based on the research, it is found that the "Four Halls" in the three towns of F district are insufficient in the scope of supply of the elderly care, the balance between supply and demand, the self-development of itself. The roots can be summarized as four aspects:government, community, enterprises and the elderly themselves. Firstly, the investment of the government is insufficient and the delivery period is short. Also, the relevant policy has not been formulated. Secondly, the allocation of resources of community care are unreasonable and the person in charge is unconscious. Thirdly, the interests of enterprises and social organizations. Fourthly, the elderly does not have high enthusiasm. Based on the analysis of the limitation of the "Four Halls", this paper puts forward the relative countermeasures and suggestions:the government should increase the investment, extend the investment period and speed up the formulation of related policies. Attracting the enterprises and social organizations to participate in the community care for the aged. Enriching health care services through combining the medical and the elderly care. Encouraging the elderly to establish a positive concept of old age.
