A Study On The Mutual-Aid Community Elderly Care In Shanghai Rural Areas

Population aging is a common problem that human society is facing.Compared with other countries and regions,China's population aging is not only large-scale,fast,and "getting old before getting rich ",but also has the characteristics of imbalance between urban and rural areas.In addition,with the acceleration of urbanization process,the rural young and middle-aged labor force is rapidly shifting to cities and towns,and the number of rural empty-nesters keeps increasing,thus increasing the pressure on rural pension.It has become an urgent need to explore a development path of rural elderly care services that is closely connected with and differentiated from urban elderly care services.By virtue of its advantages of community and mutuality,low cost and high efficiency,the rural mutual-aid community elderly care makes up for the shortage of rural family care and the vacancy of institutional care,and provides a new choice for the rural elderly.Based on the theory of welfare pluralism and the theory of community care,this paper makes an empirical investigation on the homestead good-neighborly "Four Halls" in Fengxian District,using literature analysis,field interview the method of combining the mode of operation,running status and operation effect is analyzed,summarized homestead good-neighborly "Four Halls" on the path of exploring the way of rural mutual-aid community elderly care development experience,discusses the current deficiencies,and try to put forward countermeasures and suggestions to promote the development of rural mutual-aid community elderly care on the basis of drawing on the advanced experience at home and abroad.Through research,this paper finds that the current rural mutual-aid community elderly care mainly faces the following deficiencies: Firstly,there is a lack of and policy support and targeted legal basis.Secondly,the operating funds are scarce and the sources are single,mainly relying on the government financial allocation.Thirdly,there is a shortage of professionals of elderly services.Fourthly,the level of farmers' pension security is low,and the concept of old-age care in rural areas is backward.In response to these problems,the paper finally puts forward the suggestions and measures to improve the development of rural mutual-aid community elderly care: 1.The government should make the top-level design,improve the laws,regulations and policies for the community elderly care system and the construction of the content structure of the community elderly care service system;2.Strengthening government funding guarantees and expanding channels for raising funds for village committees;3.Improving the supervision mechanism,strengthening the overall supervision and evaluation of community elderly care services,expanding the incentive methods for participating in community elderly care services,and encouraging the participation of various parties;4.Accelerating the training of professionals in elderly care services,improving the construction of the contingent of mutual-aid community elderly care services,and improving the quantity and quality of talent teams;5.Strengthening the publicity of the traditional virtue of respecting the elderly and the consciousness of mutual aid,and improving the awareness and sense of identity of the elderly in mutual-aid community elderly care services.
