Study On The Govenance Of Nimby Mass Incidents

As the social economy developing and people's needs being increasingly various,the government has invested and built enormous public infrastructure,so as to satisfying the rapidly growing demand of people's livelihood.NIMBY facilities,such as refuse processing plants and waste incineration plants,have effectively ameliorated some current increasingly pressing social problems like the predicament of being surrounded by waste.However,they've also been disputed continuously,even led public resistance during site selections because of the risks and pollution they may bring.In the last few years,a great number of mass incidents caused by NIMBY facilities have happened in our country.Government shows its inexperience and inadequate during the process of solving not-in-my-back-yard problems.Some local governments are even placed in a dilemma.Therefore,deep researches on this phenomenon not only may contribute to government's analysis on the causes of the mass incidents,finding practical approaches to solve this sort of mass incidents,but also help to solve the current siege of the reality of the plight of garbage.Based on externality theory,stakeholder theory and public governance theory,this paper used case analysis method,taking Jiufeng garbage incineration power plant in Yuhang district of Hangzhou as a study object.By reviewing the occurrence process of the incineration plant in Jiufeng,multiple stakeholders'(government,the public,etc.)positions and behavior expressions in NIMBY incidents had been analyzed in detail,plus,the causes of the outbreak of NIMBY incidents and the existing governance problems had been deeply analyzed.On the basic of all the analyses above,this article proposed that solving NIMBY mass incidents by constructing a public governance mechanism with participation by diversified parties.This rules of law based governance mechanism makes equal negotiate,open dialogue and cooperative joint administration between the public and the government possible,involving the public in real decisions of NIMBY which concerned their own interests.Via full and reasonable discussion and communication among multiple bodies like government,community,NPO,enterprise and the public,government's and the public's behaviors examined and corrected,remodeling the public values.Each stakeholder will evolve towards public interests.Moreover,constructions of NIMBY facilities like garbage incineration power plant are able to be a high-quality governance activity that not only help improve public welfare,but won't damage the public interests.
