Research Of Partnership Between Social Enterprise And The Government In Community Public Service

Along with the gradual deepening of political and economic reform,China has entered a period of social transformation,there has been a contradiction between the requirement of public service and the capacity of government's supplying.As the smallest unit of urban life,this contradiction is particularly prominent in the community.Social enterprise,as a new form of social organization,has the double attribute of market and society,it has the natural advantage in the community public service supply.Therefore,the interaction between the government and the social enterprises is extremely important.However,due to the weakness of social enterprises and the immature environment,social enterprises are facing plenty of difficulties,the government should support it appropriately in the interaction.This paper has chosen Dexinyuan convenience service center as the case for studying,firstly introduced the public service provided by Dexinyuan and its own operating mode,followed by the analysis of interaction dynamic mechanism,secondly analyzed the interaction condition by logical level,environment level and the operational level.And then constructed the interaction's process model between Dexinyuan and government according to the origin,extension and guarantee.Then,this paper summarized the obstacles of the interaction and analyzed its underlying causes.Finally,it put forward the countermeasures of government to promote social enterprise's development.Proposal,that is both to support them,but also pay attention to the limits of government's entervention.
