Study On Worker Policy Of Wuhan National Government

The National Government of Wuhan was the product of the Nationalist Government of Guangzhou pushing the revolutionary force to the middle and lower reaches of the Yangtze River.Similar as Guangzhou National Government,Wuhan National Government also adhered to Sun Yat-sen's alliance with Russia,alliance with the Communist Party of China and support for farmers.However,due to many factors,the workers policy of Wuhan National Government had different characteristics in different periods.The study on the workers policy of the Wuhan National Government is of great significance to the study on the national revolution,on Kuomingtang-Communist cooperation,on united front,and even on the struggle within the Kuomingtang.Firstly,the paper divides the workers policy of the Wuhan National Government into stages.It can be divided into four stages:the first stage was from July 1926 to the end of December 1926 which was the transition period of workers policy of Wuhan National Government.The second stage was from January 1927 to March 20,1927 in which the third Plenary Session of the 2nd CPC Central Committee was held.This was a period in which the Wuhan National Government fully supported labor movement.The third stage was from April 1927 to the end of May 1927 before the May 21st incident which was a wavering period of Wuhan National Government towards workers policy.The forth stage was from May 21st incident in 1927 to Ning-Han collaboration in September 1927 which was comprehensive transition period of workers policy of Wuhan National Government.After a staged division of the workers policy of Wuhan National Government,the paper analyzes its causes and effects.The Wuhan National Government's workers policy had characteristics in various periods mainly for following reasons.The change of the revolutionary situation was its external cause.The struggle for power was its internal driving force.The excessive actions in the workers movement and the financial crisis of the Wuhan National Government were its direct cause.The Communist Party of China was its primary cause.The different policies of Wuhan National Government in different periods had brought about different impacts.There were some positive impacts.Firstly,the workers policy of Wuhan National Government improved farmer's life condition,promoted the vigorous development of workers movement and growing workers arms to a certain extent.Secondly,the Wuhan National Government's support for workers movement also laid a class foundation for the consolidation of political power.However,there were also some negative impacts.Firstly,it led to the collusion of Chiang Kai Shek and western powers.Secondly,the departure of Wuhan National Government and workers movement finally resulted in the failure of the movement.Finally,through the transformation of the Wuhan National Government's workers policy,the paper analyzes and summarizes the experience and lessons of the Communist Party of China from the united front and Kuomingtang-Communist cooperation,including adherence to the leadership of revolution and armed forces of workers and principles and strategies when handling the relationship between Kuomingtang and the Communist Party of China.
