Study On The Rural Community Governance Under The Background Of New Urbanization

With the development of new-type urbanization,a large number of rural populations have poured into cities and towns,and the cities and towns can no longer fully absorb them.Rural society has increasingly become the meeting point of various interest relations and the gathering point of various social contradictions.The original rural "area management" has been unable to meet the development needs of rural society.Therefore,a new governance method called rural community governance emerged.That is,all villages will be incorporated into rural communities for management,forming a community-based governance body that takes resident autonomy as the core,multiple social entities participating,and party and government leadership,so that residents living within the community will be resolved through consultation,coordination,cooperation and cooperation.The way of community governance meets the development requirements of social governance in many grassroots areas under the background of new urbanization.Compared with urban community governance,rural social conditions are more complex,institutional and institutional difficulties are more prominent,and which makes governance more difficult.At the same time,new urbanization has brought about problems in population,employment,land,which brings many challenges to rural community governance.Combined with the country's current rural revitalization strategy,facing opportunities and challenges,how to solve these problems has become the primary goal of rural community governance.In the research process,this article focuses on the rationality,usage and problems of the community governance methods,which used in the development process of L Town in J District of Q city,and studies and analyzes the situation of community governance under the increasing development of urbanization.And put forward corresponding improvement countermeasures to these problems.This article is divided into seven chapters.The first chapter is an introduction,which mainly introduces the background,purpose,and significance of this article's research,a review of related research at home and abroad,the research ideas and methods of the thesis,and innovation and deficiencies.The second chapter is the theoretical basis of this article,mainly introducing the concepts and theories that the research institute of this subject needs to understand.It includes the concepts of urbanization and new urbanization,rural communities,community governance,and rural community governance.And it focuses on:collaborative governance theory,new public service theory and good governance theory,and the application of three theories in this article.The third chapter mainly expounds the exploration process and target tasks of rural community governance in the current development environment,focusing on the exploration of rural governance in the development environment of new urbanization,including the necessity of rural governance system reform under the new urbanization and the meaning and exploration of rural community governance,and elaborated the goal and task of rural community governance under the new urbanization.The fourth chapter is the focus of this article,mainly taking the rural community governance of L Town in J District of Q city as an example,introducing the reform of rural community governance in L Town in J District of Q city and reforming the mechanism and measures of community governance adopted by L Town.The questionnaires were used to count the satisfaction of the local residents in L Town.After data processing and result analysis on the obtained data,the effect of governance was clarified by comparing the data before and after the implementation of relevant governance measures.Based on the obtained data and results,the fifth chapter analyzes the problems and basic causes of L Town in the process of implementing rural community governance.Through the analysis of the data,we can see that in the process of L Town,there are mainly four problems:the coexistence of "offside" and "absence" of the government,slow development of social organizations,the lack of participation of residents,and the lack of professional talents.Based on the existing problems,the reasons are analyzed.The main reasons are the incomplete transformation of government functions,poor development environment for social organizations,the lack of public spirit,and insufficient financial input in public service.The sixth chapter introduces the achievements and problems of different regions in the implementation of community-based governance.The focus of this chapter is mainly on two cases of community-based governance cases in Linyi and Zhucheng which in Shandong Province,and also introduces a case in Taicang City which in Jiangsu Province.Based on this,it reveals the enlightenment of typical cases to rural community governance.The seventh chapter is improvement countermeasures,combined with the specific cases of rural community governance in the L Town of J District in Q city,and the analysis of domestic typical cases,to further enhance the ability of rural community governance in our country.It is proposed that the promotion of new-type rural community governance should focus on four aspects:changing the role of the government in rural community governance,improving the effectiveness of social organizations participating in rural community governance,strengthen residents 'autonomy and residents' participation,and actively improving the service level of rural communities.
