The Policy Effect Evaluation And Mechanism Analysis Of Urban Administrative Division Adjustment In China

China's urbanization process has entered a new stage,with the process of deepening,followed by the administrative division adjustment is also more frequent.With the urbanization of the initial process of the continuous expansion of the scale of the city,the corresponding district and county administrative divisions to adjust the withdrawal of county area type cases continue to increase.After the city scale to a certain degree,the demands of the city's connotation function are gradually emerging,and the corresponding district and county administrative administrative divisions adjust the regional reorganization and begin to appear.The problem of regional reorganization in the internal city area of the city is related to the adjustment of the internal structure of the government and the optimal allocation of the market resources.Benefit from the role of the promotion of the tournament mechanism,the competition between the jurisdiction of the city has a significant impact on economic development,and there are areas of competition there is still too much of the situation,so theoretically the number of cities within the area there is a reasonable range,and the regional reorganization is An important means and a way to achieve a reasonable number of jurisdictions.The research content of this paper is to evaluate the effect of regional reorganization policy between 2000 and 2010,mainly covering population agglomeration and economic upgrading.After the sample is divided into the treatment group and the control group,the double effect of the policy is evaluated by the double difference method.Then the probability of occurrence of the regional reorganization policy is estimated,and the non-randomness of the policy has a great influence on the comparability of the treatment group and the control group.Then we introduce the idea of matching estimator,combine the tendency score matching method with the double difference method,and finally capture the population agglomeration effect and economic promotion effect of the regional reorganization policy.In the aspect of the mechanism analysis of the policy effect,the hypothesis of market integration,benign competition mechanism and agglomeration mechanism is put forward,and the data is verified by the data,and the existence of the mechanism is confirmed.In terms of policy recommendations,this paper argues that under the premise of respecting the laws and mechanisms of the market,the government can prudently adopt the regional reorganization policy to adjust the spatial governance to boost the economy,but the concrete implementation of the policy should be combined with the local situation.
