Research On The Influence Of TPP/CPTPP State-owned Enterprise Rules On China And Countermeasures

The reform of state-owned enterprises in China has always been one of the topics of concern to scholars and policy makers at home and abroad.In November 2017,with the further follow-up of TPP(Trans-Pacific Partnership),the effective follow-up of CPTPP(Comprehensive and Progressive Trans-Pacific Partnership)is the improvement of TPP as a Japan-led multilateral cooperation agreement.This high-standard,high-level multilateral cooperation and trade agreement has received renewed attention.CPTPP is still focusing on the reform of domestic rules,competition policy,state-owned enterprise reform and other aspects to seek a unified international standard to achieve trade liberalization.Although China has not joined the negotiation of TPP/CPTPP agreement text,the competition neutrality embodied in the agreement and the relevant provisions of state-owned enterprises have a great impact on China's economic development.Through the study of CPTPP clauses,this paper seeks for a feasible way for our policy reform,analyses the reform of state-owned enterprises by agreement,and combines with the current interpretation of the new trade rules,obtains new ideas and directions for the reform of state-owned enterprises under the new situation,strives to grasp the voice of the formulation of trade rules,and then enhances the international influence,so as to gain from the economic exchanges among countries.To further advance.The body of this article is divided into the following four chapters:The first chapter is an overview of the rules of state-owned enterprises.This chapter is mainly about the introduction of state-owned enterprises in international economic cooperation,combined with the theoretical study of the competition neutrality rules,through the analysis of the WTO state-owned trade agreements,Chinese enterprises and competition neutral rules,so as to have a macroscopic understanding of the agreement on China's corporate regulation.The second chapter is the analysis of the provisions of the TPP on state-owned enterprise rules.Understand the TPP agreement and analyze the concepts and rules of the Chinese enterprises in the agreement,and seek to define standards for the subsequent discussions,so that they can more clearly improve the scope of application of the regulation of state-owned enterprises,and further understand the TPP agreement on the reform of state-owned enterprises.The attitude and treatment of multilateral cooperation compares the impact on Chinese state-owned enterprises from multiple perspectives.The third chapter explains the rules of state-owned enterprise control in the new TPP trade rules.Combined with China's rules and unfair competition practices in the face of state-owned enterprises,it aims to compare the differences between domestic and foreign policies and laws,and analyze the practical problems faced by China's state-owned enterprise reform.The fourth chapter is the enlightenment of TPP rules on the reform of Chinese state-owned enterprises.Through the analysis and research of the previous chapters,how will thedevelopment of China's state-owned enterprises go? How to create a fair market competition environment is the goal of reform.
