Research On The Socialization Of Fire Management In Zhengzhou

Fire management is an important part of the government's social management and public service, it is also an important guarantee for social stability and economic development. For a long time, it is influenced by planned economy thinking and department system, fire management often rely on the fire department alone which will do all the things. The responsibilities and tasks of the government, the Department, the social unit and the citizen's fire prevention work are not clear. With the development of economy and society, social structure is becoming more and more complex, social wealth accumulates continuously, fire management task is more arduous. This "nanny" mode of operation far exceeds the ability, it is difficult to continue. In recent years, Party Central Committee clearly put forward to build new pattern of social management “Party committee Leaders,government are in charge, Public participate, Social coordinate”, fire socialization management is imperative.Zhengzhou city is located in the hinterland of China. With the recommendation of strategy of “Rising in the Midland Region”, Zhengzhou constantly promote the adjustment of industrial economic structure, Zheng Dong New District, Zheng Dong economic-technological developmentarea, airporteconomic comprehensive experimentation area are built continuously. Economic output grows at a rate of over10% a year which is above national average. The rapid development of the city, the over aggregation of population also has brought unprecedented challenges to fire management in Zhengzhou. The grim fire situation, weak urban infrastructure fire protection facilities, serious shortage of active duty police, and weak social subject fire responsibility consciousness and other problems become outstanding. Through the implementation of the government fire safety responsibility system, launchingthe self-managem of industry agency, innovativing the grid management mode of fire safety,strengthening various forms of fire brigade construction,improving the civil`s capacity of fire safety,actively promoting the socialization of fire management, iteffectively prevent and reduce the occurrence of serious fire accidents. In particular,the gridmanagement of the towns and streets has been implemented in the whole country.This paper adopts the methods of consulting literature, investigation and interview, comparative study and so on, by introducing the theory of public goods,the cooperative mechanism in emergency managemen and the third party governance theory, it researches the social management of fire protection in Zhengzhou, and it learns from the experience of developed countries, it provides theoretical reference for further promoting the social management of fire protection in Zhengzhou. Starting from the existing fire protection system in China, advises of strengthening the construction of fire protection infrastructure, enhancing the level of fire information, building social fire agency network, formation of a positive interactive model of fire and insurance, improving fire hazard reporting and complaint mechanism and improving the social management of fire protection in Zhengzhou are proposed. We develop a practical and effective way to innovate the socialized management of fire protection, which has reference meaning for other regions of the country.
