Research For Cadres' Role Transformation Of "Country To Residence" Community From The Perspective Of Good Governance

Since the 1990s,with the improving of the level of urbanization in our country,in order to adapt to the urban construction planning,under the government leading and policy requirements,"country to residence"community arised at the historic moment.From the traditional countryside to"country to residence" community,is not only a change of "brand",can produce all kinds of contradictions and problems,need to complete a full range of political,economic,social and cultural transformation.At present,China is in rapid sprint stage of transformation of the system of urban and rural areas,"country to residence" community cadres need to in the face of the enormous pressure from the community economy,community culture,community residents thought way of life transformation,and as a leader in the community governance,the words and deeds of the cadres will affect the development process of the village changed,cadres'role transformation is the key factors to promote "country to residence" community change to urban community,and eventually realize the goal of good governance.Therefore,this thesis from the perspective of good governance,combined with field investigation interviews,trying to use the role theory,governance theory,focusing on cadres' role transformation of "country to residence" community,from the "country to residence" community governance process in the cadres'role expectations,understanding,practice,disorders,positioning five aspects to discuss cadres'role and their transformation of the difficulties,and ultimately to make role positioning,in order to promote the"country to residence" community to achieve good governance objectives through cadres'role transformation.This thesis is divided into four chapters.In the first chapter,define the concept of "country to residence" community and village(community)cadres,introduce the case of community simply,and summarize the role theory and governance and good governance theory,finally put forward the role expectation of "country to residence" community cadres by the perspective of good governance.The second chapter summarize cadres'understanding of the case community,through the analysis of cadres'role practice in the community collective economy,grassroots autonomy,construction of the people's livelihood,construction of folk in the process of governance,find out the difficulties of cadres'role in the process of practice.The third chapter sum up cadres'performance in disorder in the process of practice in the case community,and from the three aspects of institutionalization,structured,socialization to analyze the causes of cadres'role in disorder.In the fourth chapter,in view of the disorder and contradictions in the practice of cadres'role,combine with the perspective of good governance,from three aspects of cadres,government,community residents,put forward reasonable suggestions for the cadres'role position in the "country to residence" community,in order to dissolve the cadres'role in disorder,through the cadres'role transformation to promote the "country to residence"community to achieve good governance.
