Research On The Problem Of And Strategy For The "Four Lists And One Website" Administrative Reform In Gongshu District

The theme of the third plenary session of the 18 th Central Committee of the Communist Part of China is to comprehensively deepen reform.The goal of economic system reform is to allow market play a decisive role in resources allocation and exercise a better government function.Afterwards,Prime Minister Keqiang Li drew up three lists,i.e.“power list”,“responsibility list” and “negative list” with the purpose of “binding the hand of government and let go the leg of market”.Consequently,a clear line of demarcation between government and market was drawn and administrative reform to streamline administration and delegate power was implemented.Under such circumstances,local governments successively compile lists of government streamlining and carry out power delegation.In 2014,Zhejiang provincial government initiated its “four lists and one website” government streamlining and power delegation by means of the platform of “Zhejiang Governmental Affairs Service Website”.As the major district of Hangzhou,Zhejiang,Gongshu District is quite typical during the reform.Given this,a practical research on the reform process of Gongshu District is carried out to learn beneficial experience and lessons so as to provide reference for other districts or counties.The train of thought for the research is: to firstly interpret and analyze the basic definition of “four lists and one website” as well as its role in government streamlining and power delegation theoretically,then to summarize the actual effect and problems of “four lists and one website” reform by comparing the actual implementation situation in Gongshu District with theoretical analysis,and finally,to propose a resolution.The thesis is made up of five chapters: Chapter I is an introduction;Chapter Two makes a brief description of the theory related to “four lists and one website” administrative reform;Chapter III analyzes the administrative reform situation of “four lists and one website” in Gongshu District;Chapter IV discusses the advice to deepen the administrative reform of “four lists and one website” in Gongshu District;Chapter V is the conclusion and outlook.By the comparative analysis of theoretical research and actual situation,the actual effect of “four lists and one website” i.e.“power list”,“responsibility list”,“negative list”,“management list of financial specialized fund” and “government affair service website”,It is found out such problems during the reform as single supervision power,unsound legal regulations,poor online service quality and insufficient approval and examination power.Regarding these problems,the advice including reinforcing the supervision power from the third party,revising related legal regulations,establishing a linked mechanism and increasing the input in approval and examination power is put forward.It is concluded that power list has an obvious effect on power restraint;responsibility list facilitates the active movement of government;management list of financial specialized fund makes the work focus transfer from allocation to process;supervision work is more effective;the initiative effect of one-stop approval and public service on the governmental affairs service website comes into being.Generally speaking,the administrative reform goes smoothly with obvious achievement.More than half of the overall reform for Gongshu District has been done.As the reform is epoch-making,the reform progress might reach 80-90% and infinitely approach 100%.Besides,the reform is confronted with three items of risk.
