Research On Performance Management Of Technical Service Institutions

The article basically compare the differences in Key Performance Indicator measurement between China and western countries,by conducting a case study on one Province institute of Metrology & Testing and one Province bureau of Quality and Technical Supervision,focus in Measuring methodology and welfare distribution.The result reflects the issues such as employees not proactive in work,work on personal matters etc.Inappropriate KPI setting in different position is causing low efficiency in general-heavy burden on low level staff and light responsibility in senior management.Appropriate KPI measurement design need to be adopted for entire organization,in order to ensure efficiency at all level that leads to total capacity increase in general.
