Research On Measurement And Quality Scale Method For Non-Profit Safety Organizational Performance

Safey development is the important symbol of social civilization and social progress,the degree of social civilization and social progress become higher,the higher people's acceptable level for safety would be.Strengthening safety management was also explicitly required by the 18th National Congress of the Communist Party of China.With the rapid development of the social econo:my,the research on safety performance evaluation in increasingly deepening.Thus,more and more methods have been put forward to the field of safety management,some of them has brought great benefits to the organization,some methods had little effect.The main purpose of the organization safety regull';on is how to measure these methods system as well as the evaluation index(?):results scientifically,ensuring the effectiveness of the Non-Profit Safety Organizational Performance.The development of he Non-Profit Safety Organization is inseparable from its performance evaluation,the measurement of the safety organizational performance is directly related to the safe operation of the organization,which put an important in guiding significance for the country's economic development.Methodology,indicators and evaluation results constitute the evaluation system of the Non-Profit Safety Organizational Performance.In this paper,the three aspects mentioned above were studied.The mainly content can be included as follows:(1)The theory and basic problem of Measurement and Quality Scale Method for the Non-Profit Safety Organizational Performance were studied systematically,and the foundation for the designing measure method of index,methods and results was laid.Including the definition of safety organizational performance,the theory of comparative advantage,the model theory and the Kirkpatrick four-level assessment model.(2)Research on Measurement and Quality Scale Method for Performance index.According to the research of the basis theory,two kinds which were based on the theory of comparative advantage and the model theory were designed.(3)The model to measure the Non-Profit Safety Organizational Performance method system was designed,including "the Three level standard model" and "Value Engineering measure model".(4)System standard method to measure the evaluation results also designed.At last,the design was applied in some trials.Five inspection including A national special inspection institute,B special inspection institute,C special inspection institute,D boiler inspection special inspection institute and E special inspection institute were carried out and the design was revised.
