Research On The Systems Of Performance Management For Quality And Technical Supervision System Of Nanyang

The goal for modern government is to enhance the working efficiency and its purpose is to provide the better services for the public. Government performance management as an assessment method for national government's achievements attracted the attention of all the governments in the world, which has become the new topic and the public-recognized difficulty in the modern human resource management. Government performance management in the west society has a certain history and established the mature theory and practical experiences for governmental systematic management, however, the research and practices for the government performance management in our country has been still in its initial phrase. Since the 1990s a lot of governments in our country has been learned the new public management experience of western countries, and tried to probe and practice the assessment for government performance. In the Fifth Plenum of the 17th Central Committee of the Communist Party of China, china's development has been illustrates a lot, which showed the development should be the scientific development, more emphasis on people-oriented, coordinated and sustainable development, more attention for overall planning, more focus on social security and improvement for people's living condition. To this end, constructing the management and assessment system for government performance with scientific concept has been the practical and valuable project.Quality and technology supervision department as our government's functional department, is responsible for quality security, metrology, food safety and security for special equipment management, which also enforce the three functions of comprehensive management, administrative law enforcement and safety supervision, which has played the very important role in our socialist market economy. Nowdays, social economy develops fast and public needs increase greatly, people show the increasingly high requirements for quality security and developed technology, so the responsibility for quality and technical supervision departments is increasing a lot. Therefore, to strengthen the performance management for quality and technical supervision departments, establish the high quality telent team, high efficient work and scientific management mechanism became a necessity.In this paper, through the theoretical analysis for government performance management and from the functions researching angle of the quality and technology supervision department, the performance condition of the Nanyang quality and technology supervision department has been analyzed and existed problems has been found. It also illustrated the performance management feasibility and necessity for this department. With government performance management approach, it try to construct Nanyang quality and technical supervision performance management system, combined with country forms and social development state, the optimization direction of performance management for Nanyang quality supervision bureau has also been pointed out...
