Research On The Ruling Ideology Of Constitution And Its Promotion For Leading Cadres

The party's fourth plenary session examined and adopted the " decision on major issue on comprehensively promoting the rule of law ",explicitly putting forward the point that "upholding the rule of law must first adhere to the constitution,governing by law must first adhering to the constitution".This important conclusion clear the Constitution in the rule of law in China's construction of the core position,clarifies the dialectical relationship between the rule of law and the rule of constitution,the rule of law and the rule of constitution in accordance with the constitution,and this is important to promote the rule of law,to accelerate the construction of a socialist country ruled by law.Ruling according to the constitution as the correct judgment of the Communist Party of China and understanding the governing rules,the law of socialist construction,the law of development of human society,reflects the new depths of understanding how our party is involved in the construction of the rule of law.Leading cadres are the backbone of the party's leadership of the state and social affairs according to the law.The rule of law thinking and the ability to handle according to law directly determine the level of implementation of the party constitution,directly related to the whole process and effect of the rule of law,directly affect the vital interests of the masses.In recent years,although consciousness of the rule of law of leading cadres at all levels of Party and government has been greatly improved,compared with comprehensively promoting the rule of law requirements,there is still a big gap.Part of leading cadres' awareness of the constitution remains to be further improved.the phenomenon of knowingly breaking the law,speaking on behalf of the law and powers to pressure method,bending the law for selfish ends still exist.These problems seriously affect the authority of the Constitution and the people's faith in the law.Comprehensively according to the rule of law must seize the leading cadres of this key minority,and in view of the existing problems,this paper puts forward an effective solution as the logical end point and the end result of this paper.Based on the analysis of the reasons for the leading cadres of the party and government in accordance with the constitutional ruling awareness of the existence of the problem,we analyse the problem from the lack of modern rule of law spirit,prevailing of legal instrumentalism,influence of power based idea,the lag of rule in law education content and methods,imperfection of security implementation of the constitution system.Finally,the paper puts forward the countermeasures in five aspects,from carrying forward the spirit of the constitution,enriching training content and the use of scientific methods,strengthening the implementation of the constitution to enforcing security measures.In real life,in upholding constitution we still face many restrictions,and consciousness of governing in accordance with the constitution also has posed certain difficulty for the party leading cadres.According to the investigation of the ruling constitutional analysis in academic circles,the article initially form a system of party and government leading cadres in accordance with the constitution governing consciousness so that we can make leading cadres at all levels truly understand the essence of constitution,thus firmly establishing the idea "maintaining the constitutional authority is to safeguard the authority of the party and defending the dignity of constitution is to defend the dignity of the party and people".we can also further highlight governance in accordance with the constitution and realize its proper political civilization significance and value.
