The problem of "promotion with illness" in the selection of cadres is a prominent problem and a key and difficult point in the problem of corruption.Since the 18 th national congress of the communist party of China,the central committee has adhered to the strict management of the party and its cadres in an all-round way,and vigorously combated the "four winds".We will resolutely punish corruption.The number of "sick" cadres has been reduced and their growth has been curbed.But "sick promotion" still happens from time to time and has not been fundamentally resolved.The author has worked in the department cadre section for more than 6 years.I have been in regular contact with them in daily work,and I also understand the serious consequences of the bad phenomenon of "promotion with illness".But there has never been a better solution to the problem.There is no time to think too much in view of the heavy workload.By this opportunity,we can deeply understand and analyze the problems related to the promotion of cadres with illness,and study the theoretical and practical results of domestic and foreign experts,so as to make our own use of them.This paper is based on the theory of public management and human resources from the perspective of politics.The specific phenomenon of the promotion of officials with diseases was taken as the research object.The forms,characteristics,causes and hazards of "promotion with illness" are summarized and summarized.Based on the traditional analysis of the problem of "promotion with illness" of cadres.and then introduces the efforts and explorations in selecting officials after the founding of new China.This paper summarizes and analyzes the current situation and efforts of Beijing and fengtai district in preventing the promotion of officials with illness.The leading cadres in fengtai district were investigated by questionnaire.The prevention of "promotion with illness" of cadres was investigated at several levels.The investigation results are objectively analyzed to form a conclusion.Find out the problems and limitations of preventing cadres from being promoted with illness.Finally,countermeasures and suggestions will be proposed from three parts: 1.Accurately define "promotion with illness" and build a comprehensive governance system.2.Innovate the work mechanism of preventing cadres from being promoted with illness.3.Implement specific measures to prevent and control cadres' promotion with illness.The bad phenomenon of "promotion with illness" directly damages the political ecology of a place,frustrates the confidence of other cadres and officers in starting a business,and affects the ethos of a unit or even the whole society.In this paper,based on the theory and policy research,analysis,and the problems of the cadres "to promote" in spite of parsing,summarize preventing cadre "to promote" in spite of practice experience,diagnose problems and puts forward to manage and supervise cadre,prevent the "promotion" in spite of countermeasures and Suggestions.
