In recent years,with poverty alleviation works,flood control and protective,outbreak,dry latrine renovation,stalk burning,such as living environment improve the arrival of each work,along with the increase of the grass-roots civil servants in the workload,work pressure and social pressure increases gradually,is also a long-term high load job make grass-roots civil servants not slack,work enthusiasm by a certain degree of decline.In order to further stimulate the enthusiasm of grass-roots civil servants,this paper takes the civil servants of Wenjia Street in Shouguang city as an example,analyzes the current situation and existing problems of civil servants’ incentive,and discusses the optimization countermeasures of grass-roots government incentive mechanism.This paper,based on the two-factor theory,adopts the method of literature,interview and questionnaire survey,firstly analyzes the current situation and existing problems of civil servants’ incentive in Wenjia Street.Through questionnaire investigation and study factors affecting Wen Jia streets of civil servant’s motivation of importance and satisfaction,and with the help of data analysis software SPSS23.0,basic processing and analyzing the questionnaire data,the conclusion Wen Jia street civil servants motivation factors and hygiene factors.It is found that the two factors of civil servants in Wenjia Sub-district include the following contents: health factors include 9 factors such as working environment,living conditions,salary and welfare,social status,supervision and management,occupational stability,working pressure,working time and leadership quality;Motivation factors include 12 factors such as job achievement,recognition,job growth,job itself,promotion,training,reward and punishment,assessment,power and responsibility relationship,competition,off-duty vacation,interpersonal relationship and so on.By measuring the satisfaction degree of 21 motivating health care factors,the total mean value of health care factors was 3.941,and 3 factors were lower than the total mean value,namely,working pressure,working time and salary and welfare.The total mean value of incentive factors was 3.846,and there were 5 factors lower than the total mean value,including off-duty vacation,promotion mechanism,competition mechanism,training and power and responsibility relationship.This shows that the satisfaction of the 8 factors is low.The existing problems are analyzed as follows: the main health factors are the heavy burden and pressure of civil servants in the streets,the long hours caused by excessive street overtime,and the mismatch between salary and welfare and the heavy work tasks at the grass-roots level;At the level of motivation factors,the rest and vacation rights of street civil servants are not guaranteed,the promotion of street civil servants lacks effective competition mechanism,the unequal relationship between power and responsibility,and the influence of training on grassroots governance ability needs to be improved.In view of the existing problems,combined with the two-factor theory and the new public management theory,put forward targeted countermeasures and suggestions.At the level of health factors,the optimization countermeasures are put forward,such as constructing pressure relief mechanism of grass-roots civil servants,establishing flexible working mechanism of street civil servants,and establishing salary and welfare system matching street work.At the level of incentive factors,optimization countermeasures are put forward,such as improving the off-duty and vacation mechanism of street,establishing the competitive promotion mechanism of street civil servants,improving the training mechanism guided by improving service ability,and playing the role of power incentive based on the equality of power and responsibility.In order to bring the incentive effect into full play,while the two-factor incentive mechanism plays a basic role,it innovatively proposes to combine the incentive factors with health care factors,and establish the two-factor incentive mechanism for grassroots government civil servants,namely,to implement the linkage incentive mechanism with salary and welfare,interpersonal relationship and leadership quality as the core.
