Since reform and opening up, although the reform of the administrative system hasnever stopped, but obviously lags behind economic reform and social reform. In themanagement of social affairs in the process, government departments are still getting usedto the administrative management mode, not good at taking legal means, economic meansmanner. The reform of the administrative system lag lead to a market economy under theconditions of the government in economic affairs, the management of social affairs. TheParty Congress is required to continue to intensify the reform of administrativeexamination and approval system, the construction of service oriented government. Fromthe fact, the current administrative service organization without fixed organizational formsin our country have a diverse feature, the administrative service center operation effectoften rely on the local leader’s will to some extents. Therefore, in the face of thesechallenges, how to build a service-oriented government in the background, how to continueto promote and to strengthen the construction of administrative service center will be theobjects of this article.Administrative service center is a new thing in the process of China’s localgovernments in the exploration of administrative examination and approval system reformsince1990s, and become a local government innovation and operational mechanism of theintegrated platform, undertake on behalf of the government departments the focus onadministrative examination and approval services and some public service affairs, launchwindow type of office duties. In recent years, the local administrative service centers playan important role in the advancement of open government, improvement of administrativeefficiency and improvement of service quality, and make the social organizations and thepublic be satisfied. But with the deepening of reform, the problems of the administrativeservice centers are numerous in the administrative resource configuration, functionstructure, legal status, connection mechanism and other aspects of the issue. Theseproblems become the obstacles to the sustainable development of the administrativeservice centers. It urgently needs us to reflect on them, to break through the bottleneck ofthe solutions, and to pursuit the solutions successfully.Administrative service center management model, originated from the UnitedKingdom "one-stop" services."One-stop" service is one of the many government reformmeasures. On the" one-stop" service before and after operation of government websites,evaluation methods, evaluation index system, evaluation results for both theoreticalresearch and practical research have important significances. At present, foreigners mainlyfocus on personalized service. In addition, the one-stop service background researchshould also focus on network based remote cooperation. Electronic government affair,"one-stop" government portal website and electronic governance have increasingly becomethe" one-stop" services research topic in the mainstream.Our country ’s administrative service center, the administrative examination and approval center, administrative center, service center, service center model, is acombination of local characteristics with respect to the central administrative examinationand approval system reform, but also draws lessons from the foreign government affairssupermarket and unifies administrative features of the product in our country. Streamlined,efficient, democratic, legal, transparent administrative environment reduces theAdministration approval cost of the related person, but also improves the efficiency of theadministrative examination and approval, supplies a good soft environment for foreigninvestments; provides a powerful platform for regional economic development.Administrative service center, the local governments take it as an important windowto reflect the government image. According to the classification of" one-stop",Administrative service center classify the forms of administrative service institutions. Forexample, in the Vietnam" one-stop" government, there are two kinds of models: namely"acceptance--treatment--feedback model (PPR)" and" acceptance--feedback model(PR)". In PPR model," one-stop" administrative service institutions and the existedadministrative organizations are matrix structure, its staff are from the original competentdepartments and the" one-stop" administrative service entity who are managed by dualadministration; and in the PR model," one-stop" administrative services only is anindependent entity, its staff are not subject to any other administration of the departments.The two models of the" one-stop" administrative service institutions have both advantagesand disadvantages. The administrative service centers in current China are the main modelsof the administrative service center models. The general administrative service centerpatterns are as follows: substantial, virtual, coordinated and comprehensive models Itshould not belong to administrative system, which plays a role similar to the" mail room",just as a collection, a window, is not entitled to any of the implementation of theadministrative licensing rights or coordination authority. If we want to change the idea “administrative centralization”, weshould establish an idea “civic center" in the building of service oriented government, thatidea will lead the government and its administrative personnel to the civic standards.However,“window service function” of most of the current administrative servicecenter hall is not complete, the administrative functions of the centers are not clear.Without the transition of the current administrative system, if the administrative service center window have been fully authorized, it will cause the original units’ functions andpowers to drop considerably, even cause the loss of core functions, it’s not favorable tosolve the paradox, therefore," acceptance in front desk, dealing with in back desk " modeof operation will also exists in a large scope, but this is not the original intention of theestablishment of administrative service centers.Administrative service center in China to realize the administrative service "one-stop" overall objectives, also needs to improve its network platform service level, i.e. inpractice we should do more for e-government building, the building of office automation,humanism idea, administration according to the rule of law, transparent and efficientworking mechanism, fair service quality, harmonious and popular government.
