The Alternative "Pattern Of Difference":Research On The Relationship Types Between Grass-roots Government And Social Organizations

In recent years,China has gradually strengthened the institutionalization of government purchasing services,aimed to further optimize the public service system,enhance the quality of public services and supply efficiency,accelerate the formation of a political division of labor and cooperation in the new pattern of social governance.As an important exploration,the practice of government purchasing service is like a raging fire in P district,S city.However,in empirical study,the author finds that there is a differentiated interaction between the grassroots government and different social organizations,which can't effectively respond to the idealized equal and cooperating relationship between government and social organization.At present,the existing perspective of the local interpretation of this is still insufficient,and the relationship between grassroots government and social organizations research results haven't yet effectively respond to the above problems.As China is a society where human relations are greater than the rule of law,the emphasis on non-formal social relations,such as bloodlines and ranks,has also brought about a close relationship between the government and social organizations.The article takes the difference pattern perspective as the starting point,constructing two dimension "emotion" and"instrumental value",exploring the different types of relationship between the X street and A,B and C social organizations.Specifically,the relationship between grass-roots government and social organizations is an alternative "pattern of difference",taking the grass-roots government as the core.First,based on the "emotional" dimension,the X street divides the three social organizations into "circle" and "outside",the X street and the endogenous social organization are the most intimate.Then,in the "outside",based on the "instrumental value"dimension,there is also a different relationship between them.Thus,there forms the"dependent relationship under the shelter","reciprocal relationship under the professional support" and "buddy relationship under the product promotion" respectively.The common point lies in the non-equivalence between the government and social organizations,that is,the strong leadership of the government and the dependence of social organizations.The differentiation manifests in the difference in the level of support and supervision over the various social organizations by the grass-roots government and the social organizations'strategic response varies.Finally,the author explains the deep reasons for the formation of different types of relationship from the following three aspects:the prominence and strengthening of identity,the professional requirements of purchasing services and the attempts and infiltration of market factors.Besides,the author reflects and discusses on how to effectively play the advantages of different types of social organizations in the government purchasing services,hoping to provide some advice for the benign developmental relationship between government and social organization.
