Research On The Construction Of The Staff Training System Of China's Maritime Bureau

The Communist Party of China made a major strategic plan for the construction of marine power in the eighteen major.General Secretary Xi Jinping,further concern ocean,understanding the ocean,the ocean,and promote the construction of China's maritime power continuously made new achievements.Yang Chuantang,Minister of Minstry of Transport of the People's Republic of China stand in the new starting point of marine power construction and construction of maritime power strategy,put forward the new requirements of the revolution and construction,standardization and modernization of maritime team.Maritime revolution,that is,the maritime team loyal to the party,obey the command,serve the people,dedication to the community.Maritime regularization,that is,the quality of the maritime team,excellent style,maritime management legal system,scientific and standardized.Maritime modernization,that is,marine equipment,advanced technology,cultural leadership.The "three oriented" in the construction team,the core elements to enhance the ability of team of maritime people,and enhance the cohesion and combat effectiveness and influence,training is not less important In this paper,we consider how to establish and perfect the system of education and training and human resource management,to explore the system of classification and grading,and to improve the quality of the maritime team.This thesis is divided into six parts:The first part is introduction,It mainly introduces maritime training problems,research background and research significance,research methods and main content.The second part anlalyzes the related concepts and theories,and the current research situations.The third part mainly introduces the present situation of the staff and workers of maritime bureau,including the general situation of the maritime bureau,the situation of human resources,as well as the current situation and problems of the continuing education and training of the staff of the maritime bureau.The fourth part mainly introduces the construction of the staff training system of China's maritime bureau,including:the construction of ideas,principles,content,stage.The fifth part mainly guarantee the implementation of the training system construction of the system,take corresponding measures to ensure the implementation of the construction scheme of the guarantee was discussed.The six part is the conclusion,which mainly discusses the conclusion,limitations and prospects for the future.The results of this study is China's maritime bureau staff continuing education established a complete set of training system,the conclusions is maritime bureau to establish effective training system,we must proceed from their actual,to scientific research as the foundation,use scientific construction method to establish a set to suit the itself effective training system.
