The Research Of The Government Responsibility In The New Generation Migrant Workers' Citizenization

Nowadays, the rapid development of industrialization and urbanization drives a great change in urban and rural structure, lots of no-native, including the group of new generation of migrant workers were attracted to city, they devote their youth and power to city construction,which promotes the development of China Economy and social progress. New generation of migrant workers desire to integrate with the city, but various constraints make the path full of barriers. All levels of China official attaches great importance to the new generation of migrant workers since 18th CPC National congress. Government, the executor of the states'rights and the representative of public interest, need to undertake the inescapable duties to sweep the barriers. The article is raised under the background of the new generation of migrant workers citizenship, emphasisly analysis of governments' duty, and clearly pointed out the phenomenon and causes of deficiency of official responsibility. On these bases, put forward suggestions and countermeasures to strengthen government responsibility.Five chapters were contained in the article. First chapter, introduction. Include the background, significance of study, domestic and abroad article review, thinking of study, innovation. The mainly purpose for chapter 1 is to straighten relative researches. Chapter 2 mainly clarifies the concepts and theories which were used during study. In this chapter, not only the concept of " the new generation of migrant workers citizenship" and"government duty" were defined, but also reorganized the theories such as "New Public Service Theory", the responsible government theory", Etc. Chapter 3, the connection of whole article, which briefly probed the issues of government duties related. Combined with interview case, pointed out the responsibilities which needed to undertake and why government should undertake with entry point of the difficulties were faced during migrant worker's citizenship. Chapter 4, combined with the problems encountered during urbanization, further studied the consequence and reasons of official duty missing. The main manifestations of duty missing are deficient institutional supply, hiatus of public management mode and method, deficient public policy, ineffective execution, the shortage of public service system and service equality. The reasons are as follow:dual institution for urban and rural, personal quality and idea difference of administer, the interest demand for local government and the limitation of official ability. Chapter 5, disused the suggestions to strengthen government duties from government perspective, mainly including reforming institution positively, improving public management system, optimizing the environment and effcet of public policy, and achieving equalization of basic services.
