The Research On Government’s Function On The Role Reversal Of The New Generation Of Migrant Workers

Since the reform and opening up, with the deepening rural economic system reform, more and more migrant works went to cities in the purpose of finding jobs, the transfer of rural surplus labor force has been quicken, and formed a large group of migrant workers. In this process, the transfer obstacles of migrant workers’role has emerged. The individual obstacles, system obstacles, and the transfer cost of their role have formed the main obstacles, but government will play a crucial role in this process. Nowadays, the citizenship of migrant workers has roused great attention in the society. The government made some provisions, but since the complexity of the migrant workers’ problem, and the influence of concrete situations, the enforcement of these policies didn’t fulfill the expectations, and the problem of migrant workers haven’t been fixed effectively. So this thesis did some research on how government will function in the role transfer of the new generation migrant workers, and give some suggestions.By using literature research, comparative studies, investigations, and system research, this thesis analysis how government will function in the role transfer of the new generation migrant workers, and come up with some targeted, workable policy proposals in solving migrant workers’problem.First, give a definition on "migrant workers", based on investigation, this thesis summarized the current situation of the migrant workers, and analysis the problem in a socialism way, and gave a brief sum up to the problem of migrant workers.Secondly, the thesis analyzed the obstacles in role transfer for migrant workers, namely individual obstacles, system obstacles, and the transfer cost of their role. And gave a careful analysis on the root of these obstacles from political, economical, social, administration and the migrant worker system.At last, in the general idea of promoting the role transfer process of migrant workers, the government enforced the stage of the go out of rural areas, the go in of cities and the integrations in the cities for migrant workers, and give an analysis on skill training system, right protections, and social security system. This thesis emphasis education so that we can improve the overall quality of the migrant workers, and enforce the same employment system, quicken the pace of household system reformation, deprive the additional function, and establish a proper social security system for migrant workers, this thesis also gave a guiding ideology and a specific measures in solving the problem of the role transfer for new generation migrant workers.
