Research On Government Behavior In New Generation Urbanization Of Migrant Workers In China

With the ongoing of China’s reform and opening up, the public of Chinese newgeneration of migrant workers is an inevitable part of building a socialist harmonioussociety, realizing Urban and Rural Development, promoting the integration of urban andrural areas. However, the process of the citizenization of Chinese new generation ofmigrant workers is rather difficult; it’s difficult to achieve when just totally depend onChinese new generation of migrant workers their own efforts. The Chinese Governmentas country manager has an inescapable responsibility，and how to view and weather payattention or not on the problems faced by the new generation of migrant workers on theprocess of citizenization, and how to create conditions to promote the process to carryon harmonious and orderly for it will impact the process of modernization andurbanization in many aspects, hindering the construction and development ofharmonious society. In practice, however, the work of Chinese government is laggedbecause of role dislocation, administrative ability limited, city lack of capacity and otherreasons affect the citizenization of the new generation of migrant workers, so produce aseries of complex social problems.In order to execute the central government’s policies further，under the guidanceof the theory of government’s functions and good governance，based on the analysis ofthe responsibility and missing of governrnent’s during the process of the citizenizationof the new generation of migrant workers, targeted for the main obstacles encounteredpresently, drawing on the practical experience of some of local governments, this articleconducts in-depth analysis and elaboration in the government responsibility during thecitizenization of the new generation of migrant workers，and proposes the ideas andcountermeasures on this question. The mainstream view as follows:The first chapter is introduction.This chapter mainly introduces the researchbackground of new generation of migrant workers’ acquiring citizenship, the review ofexisting research，the foundations and contents of the research and writing methods.The second chapter is the present situation of urbanization of new generationfarmer workers. It mainly introduces the performance, existing problems and influencing factors of the public of Chinese new generation of migrant workers.The third chapter is the appeals for the peasant-workers citizenship to thegovernment behavior. This part analysis the responsibility of governrnent’s during theprocess of the citizenization of the new generation of migrant workers firstly, confirmsthe government’s actual behavior has a deviation through empirical research, and thenanalyses the reasons for the lack of government’s behavior to lay the foundation for thethe later definition of putting forward countermeasuresThe fourth chapter is the exploration and practice of citizenization of peasantworkers for Chinese local governments.In this chaper the author concludes with someuseful lessons from explorations of Chengdu and Chongqing governments, and furtherprovide the basis for the proposed countermeasuresThe fifth chapter is the suggestions and policies about the government promotingthe new generation of the of migrant workers Combined with the actual situation in ourcountry, the author describes the outline of the citizenization of the new generation ofpeasant workers based on five aspects such as establishing the correct values, deepeningthe reform of urban-rural dual system, optimizing the legal environment, striving tocreate the appropriate social environment, guiding other subjects promote jointly thetransformation and so on.The author points out that the citizenization of new generation of peasant workers isa complex system which needs improvement step by step; at the same time she analyzesthe difficulty and the insufficiency of this study, strive for more profound and moredetailed in follow-up research.The innovation of this paper is what now most of the domestic scholars study theproblems of Chinese migrant workers, make a lot of valuable insights, and analyze thecitizenization of the new generation of migrant workers from many perspectives andvarious levels, but it’s not systematic. In this paper, the author looks the behavior of thegovernment during the process of the new generation of migrant workers’citizenizationas a whole studies comprehensively, trying to provide a reference value and referentialsignificance to solve the problems of Chinese new generation of migrant workers.
