Research On Government Supervision Of Car Hailing Industry In Changchun

With the continuous development of China’s economy,the scale of social population is expanding,which brings great challenges to travel.The urban public transport system is gradually unable to load the huge travel flow.At this time,the emergence of sharing economy has brought people more choices.Sharing economy is based on Internet technology.On the basis of the concept of "collaborative consumption",it enlivens the idle resources of the society through the right of use.Online car Hailing is the product of sharing economy.The emergence of online car Hailing not only enriches the existing urban public transport system,but also meets the diversified travel needs of the people,and effectively alleviates the problems of "difficult and expensive taxi Hailing".While enjoying the benefits of online car Hailing industry,how to reasonably supervise it has become a new challenge.In 2016,the Ministry of transportation of the people’s Republic of China,together with seven departments,promulgated the Interim Measures for the management of online booking taxi business services(hereinafter referred to as the Interim Measures),which legalized online car hailing and gave legal positioning to online car Hailing platform.Changchun,as the capital of Jilin Province,actively explores the reasonable supervision of new business forms,and promulgated the implementation rules for the management of online booking taxi operation and service in Changchun(hereinafter referred to as the implementation rules)in 2017.With the continuous expansion of online car Hailing industry in Changchun,the following regulatory issues also force the government to reflect on how to highlight the concept of inclusive and prudent supervision under the background of streamlining administration and delegating powers,protect the rights and interests of all parties,and realize the scientific and reasonable supervision of online car Hailing industry.Based on the above thinking,this paper selects the literature research method,questionnaire survey method,interview method,from the regulatory captive theory and responsive regulatory theory,according to the system level,administrative subject regulatory capacity level,regulatory mode level and industry self-discipline level,puts forward the analysis framework.This paper briefly describes the current regulatory situation of Changchun online car Hailing industry from a macro perspective.On this basis,through questionnaire survey and in-depth interview,it reveals the main problems existing in the process of government supervision of Changchun online car Hailing industry,that is,it is difficult to protect the rights and interests of all parties,the ability of administrative subject needs to be improved,the emphasis on examination and approval over supervision,and the lack of supervision on the internal supervision of online car Hailing platform,And further analysis of the causes of the problems,mainly lies in the following aspects: the system lags behind,the supervision system has not been built,the supervision mode is rigid,and the importance of the internal supervision of the platform is ignored.Based on the deep analysis of the reasons for the main problems existing in the government supervision of Changchun online car Hailing industry,this paper further expounds the optimization path of government supervision of Changchun online car Hailing industry,including first,improving the relevant laws and regulations to support the supervision according to law.Second,optimize the top-level design and improve the government regulatory system.Third,expand the regulatory structure and build a cooperative regulatory model.Fourth,guide the industry to play the role of self-discipline and establish a sound mechanism.Through the above four optimization paths,the government supervision practice of Changchun online car Hailing industry will be improved.
