A Study On The Construction Of Public Opinion Coping Ability Of The Municipal Government In The Prefecture Level City

Big data is the main feature of Internet plus Era,In this era,governments at all levels have been the focus of research on the development of the internet public opinion,the law of development,and the development of the internet public opinion along the mainstream of social value orientation,The aim is to minimize the negative impact of internet public opinion,to provide a stable and harmonious social environment to build a well-off society.In other words,the local government to the internet of public opinion as a means to promote the upgrading of the new ruling ability,which is the local government to enhance the ability to reflect on the ability to reflect the ability,wisdom and level of the answer.Firstly,through documents search and analysis,understand the latest domestic and foreign research results of dealing with the internet public opinion of local government areas,and looking into four theoretical basis,they are situational crisis communication theory,good governance theory,Maslow’s hierarchy of needs theory and government crisis management theory.At the same time,according to the current research status and the existing research conditions,the author puts forward the position of the thesis in the construction of the prefecture level city government to deal with the network public opinion.Then the paper analyzes the relationship between internet public opinion and the local government ruling.The focus is to compare the differences between the internet public opinion and public opinion to explain the impact of the network public opinion on the local government’s ruling and impact,in order to emphasize the importance of strengthening the ability of the municipal government to deal with the internet public opinion.Through the analysis of the research results of the past five years,the researcher summarized the ability structure of the prefecture level city government to deal with the network public opinion,and pointed out the direction for the construction of the network public opinion response ability.then,take the Lianyungang municipal government as an example to investigate the ability of the prefecture level city government to deal with the network public opinion events,what problems exist in the practice,and find out the reasons for these problems.The survey results show that the municipal government has some problems in dealing with events of network public opinion:(1)municipal Party leaders of the ruling innovation capability needs to be improved,the management concept of "network public opinion,lack of understanding of the network public opinion" superficial,cause they do not pay enough attention to the network public opinion coping ability construction.(2)local government network public opinion guidance is low,leading to social conflicts can not be eased in a timely manner.(3)the mechanism of regulating the network public opinion is not perfect,leading to the government’s leading force is not strong.(4)The application of information technology is not skilled,leading to poor response to the network public opinion.The reasons leading to these problems is to study innovation and public opinion guidance ability,information management and crisis management capabilities,lack of credibility and shaping public opinion judged ability and cultural integration are too weak.Finally,the paper puts forward the strategies and suggestions of the prefecture level city government to deal with the network public opinion ability.Specifically,first of all to straighten out the network public opinion management ideas,to improve network public opinion work system,the importance of network public opinion management team construction and technology upgrading and construction of evaluation model work.
