Research On The Government’s Coping Strategies In S City’s Network Public Opinion

With the continuous development of society and the popularity of the Internet,the public is more willing to express their public opinion and appeals through the media platform.In addition,in the period of social transformation,the social contradictions have increased sharply,and the crisis of network public opinion has become more and more normalized.It’s an urgent problem for local government how to deal with the network public opinion.On the basis of learning from the theoretical research achievements of scholars at home and abroad,this paper tries to use the crisis life cycle theory and agenda setting theory as the support,using case analysis,interview and participatory observation to study the coping strategies of local government network public opinion.This paper selects the coastal county city s city as the research object,combined with the typical cases of network public opinion in S City in recent years.From the two dimensions of "whether to respond to the public" and "whether to take internal rectification measures",this paper expounds the four coping strategies adopted by S City government in response to network public opinion,namely "response-rectification","response-non rectification","non response-rectification" and "non response-non rectification".By combing the coping strategies,this paper finds that there are some problems in the process of coping with online public opinion in S City,such as the public’s failure to disclose accurate information in time,the lack of normal positive contact with the media,the lack of traceability of investigation and rectification,the ineffective internal supervision affecting the timeliness of public opinion response,and the lag of response and rectification affecting the government’s credibility.And further analysis found that the lack of crisis awareness to deal with network public opinion,the immature network governance and supervision mechanism,the lack of ability to deal with public opinion research and judgment,the lack of professional talents and technology,the lack of government agenda setting ability,the lack of internal communication and cooperation caused by the division of functional departments and other reasons.Finally,focusing on improving the government management efficiency,this paper puts forward some suggestions on optimizing the coping strategies of s city’s network public opinion from four aspects: subjective cognition,mechanism construction,behavior response and aftercare management.This study through to the county city in the face of network public opinion’s strategy model is studied,to local governments in responding to the network public opinion to take measurement model for optimization,in order to improve the government management efficiency and credibility,at the same time,in order to achieve good communication channels between local government and the public,to build a harmonious network public environment provides a train of thought.
