The Study Of County-Level Government Coping With Network Public Opinion

According to the Fortieth "China Internet Network Information Center released in 2017 August statistical report on Chinese Internet development " shows that as of June 2017,Chinese network users reached 751 million,one fifth network uses live in China,and Internet penetration rate of 54.3%.Internet provides a new platform for the public to express their opinions and participate in the national political and economic life with its inherent transmission and unique advantages.However,with the development of the Internet,the complexity and diversification of social public opinion is becoming more and more apparent.Network public opinion has become the focus of attention of the society.Especially the network public sentiment has the emotional,pluralistic,incomplete and uncontrollable characteristics which cause many public events.County-level is the most basic unit of social management.In the period of reform and deep water,various social contradictions emerge in endlessly,and the county-level government is confronted with dual contradictions of development and stability.This phenomenon puts forward new and higher requirements for the county-level government to deal with the network public opinion work.The ability to cope with network public opinion has gradually become an inevitable factor to evaluate the government's administrative ability and crisis public relations ability.Internet was mentioned 8 times in the report at the 19 th CPC National Congress which stressed that we should strengthen the content construction of Internet,build up the internet comprehensive management system and create a clean internet space.We should get the full use of the internet technology and informationized measures in our work to develop the team of the CPC members and cadres.Hence we can see that the top leadership of the CPC pays more attention to the constant enhancement of the government internet construction.The article researches the connotation,formation and development of network public opinion,analyses the current situation and problems of the government to deal with the network public opinion.In this paper I pay attention to learn from other countries and domestic cases,and thinks deeply about the improvement of the government to deal with the network public opinion in order to provide a scientific and complete method for the government response to the network public opinion and standardize the public participation in the online life.
