Study On The Strategies Of Government Dealing With Network Public Opinion Impact

Network public opinion is the extension and expansion of the socialist ideology on the new media of the internet. Network public opinion is one of the social public opinion actually, and it is spread through the internet media. In fact, network public opinion is the sum of the majority of people’s speech and the attitude in the public affairs on the internet. As the rapid development and popularization of internet broadcasting technology, internet becomes means of information transmission, opinion expression and thought exchange. It also becomes an important way of formation and transmission on public opinion. Moreover, it becomes an important communication channel and an important platform in society communication. The exposure of various network events touches off all sorts of internet public opinion. Because of this, the governing capability is confronted with an acid test.This research is directed by the research method of the socialist ideology, and used the research method of politics, communication and sociology synthetically. After the discussion of the impact of network public opinion on government, and government how to deal with the impact of network public opinion, this paper sums up the specific strategies of the government response to the internet public opinion influence. The result of the study can not only specified in the right direction of the government science policy in the theory, but also provides an important reference for strengthening network security ideology in practical.Apart from introduction, this research includes four main parts:The first part describes the specific concepts and theories of network public opinion, and summarizes the five basic characteristics of network public opinion, including openness, pluralism, fast, interactive and virtual. Then it focuses on clarifying the meaning of government scientific administration.In the second part of this research by listing the recent network events, it summarizes the positive impacts of public opinion on the network. On one hand, the network public opinion has beneficial to create a good image of the government. It also can provide a reference for the government science policy. It can promote effective supervision of the government. On the other hand, network public opinion can promote negative influence on the government. The network public opinion can endanger the public order of management. The fake news and rumors on the internet brings critical challenge to the government’s policy. The risk on internet public opinion information security is also a risk to the government management.In the third part of this research through accessing to the information, it sums up the problems of government in handling the network public opinion. Such as the network management is not prominent enough, lake of experience on dealing with the network public opinion, the extramalization of the network public opinion, and the delay of the network public opinion. The existence of those problems is because of the internet supervision in China has started late, besides, Chinese government’s awareness and abilities of dealing with network public opinion is still need to improve, and is still being in its first period, moreover, the ideas and frameworks of management is still need to be clarified. For the analysis of the causes of these problems, this research focuses on making elaborate, due to the lack of awareness of the government response to the internet public opinion, the lack of for-judgment on the social influence of the network public opinion, government dealing with the network public opinion processing method is not scientific, and the most important reason is the coping mechanisms of the network public opinion is not perfect.In the fourth part of this research mainly in view of the existing problems above, it sums up the specific policy of our government dealing with the network public opinion. First, the specific strategies including the government should form a modern concept of management. The government should clear and improve the government functions as well as the purpose of government is serving the people, establish a high-quality talent, and strengthen the selfconstruction of government. Second, the Marxist ideology as a mainstream ideology, correctly guide the network ideology, improve the collection, analysis and the contingency plans mechanism of network public opinion, and improve the government’s ability to deal with the network public opinion. Finally, learn from foreign experience in network public opinion regulatory law, further improve our network legal regulations, promote legal education of internet, and improve the quality of our internet users to enhance our network security ideology.
