The number of retired soldiers who need to be placed in the current is increasing,and with the deepening of economic system reform,the market allocation of labor supply and demand system is becoming more and more mature,the employment system of our country has had a profound change.The contradiction between the current placement measures and the labor employment system under the condition of market economy becomes more and more serious,coupled with the effect of the existing policy of retired soldiers is not obvious,which has caused the self employment of retired soldiers increasingly difficult and retired soldiers’legal rights can not be guaranteed,this has brought certain negative influence to the construction of the army and the social stability.Taking Y city as an example,in this paper,we investigated the basic situation of retired soldiers in the way of questionnaire investigation,and found that the employment situation of retired soldiers in Y city is not very ideal.According to the data of the retired soldiers,the problems of the policy of Y on the employment of retired soldiers were investigated,and the main problems were found in the following four aspects:First,barriers to policy awareness and use;Second,the support to the self-employed of retired soldiers is not enough;Third,the policy of preferential employment of retired soldiers is not strong;Fourth,the training and employment of retired soldiers do not match the ability to upgrade.And then according to Giddens thought from the perspective of positive welfare,we analyze the reasons for the problems of the policy of the employment of retired soldiers in the three aspects to diversified social welfare supply,unification of rights and responsibilities as well as the increase of human capital investment.Finally drawing on the successful experience of foreign soldiers to promote the employment and placement of retired soldiers,and under the guidance of Giddens’s positive welfare thought,this paper attempts to put forward the idea of reform to improve the employment support policy for retired soldiers in Y City in these three areas:multiple subjects involved in supporting the independent employment of retired soldiers,increasing investment in human capital to enhance the employ ability,as well as the establishment of a workable policy preferences,in order to provide a theoretical basis for the future of our country’s employment policy to support the improvement of retired soldiers.
