The resettlement of retired soldiers is not only related to the stability and development of the army,but also to the construction and security of national defense.The resettlement mode and method of retired soldiers are different in different periods,that is,to change constantly with the development of social economy.The research on the resettlement of retired soldiers can provide historical reference for the adjustment of the current retirement resettlement work and provide a scientific basis for the formulation of the retirement resettlement policy.At the same time,it can also promote the improvement of relevant systems and promote the effective implementation of policies.Liaoning Province is located in the center of the old industrial base in Northeast China and the war zone in the north.Every year,government departments need to do a lot of work for retired soldiers The placement of soldiers,especially for retired soldiers,is particularly important.The current system of resettlement of retired soldiers is implemented from the planned economic period,which has the characteristics of overall arrangement in the planned economic period,and the main characteristic is to rely on the government's mandatory system to manage the resettlement of retired soldiers.With the continuous development of social economy,the contradictions caused by the traditional way of resettlement relying on government directive gradually appear,and the various systems and supporting measures to promote the independent employment of retired soldiers are insufficient,which makes it more and more difficult to carry out the resettlement work.Therefore,adjust the traditional way of placement,improve the relevant Supporting measures to promote the smooth development of the work of self-employment of retired soldiers and the proper placement of retired soldiers have become the top priority of the work of resettlement of retired soldiers.Based on the definition of the concept of placement of retired soldiers and soldiers,this paper uses public goods theory,employment ability theory and social compensation theory to sort out and analyze the policy provisions and types of employment placement of retired soldiers in Liaoning Province.Based on the characteristics of the resettlement policies of Britain,the United States and Russia,the problems and causes of the employment placement of retired soldiers in Liaoning Province are deeply analyzed,and the measures and strategies suitable for theplacement of retired soldiers in Liaoning Province in the new period are put forward from four aspects: perfecting the legislation of employment placement of retired soldiers,strengthening investment in human capital to enhance the employability of retired soldiers,and perfecting preferential policy standards to construct preferential employment mechanism Start-up support with soldiers.
