Research On The Talent Resource Storage System Of Civil Official In Southern Song Dynasty

The bureaucratic system was the one of the most important tools for managing the whole country during traditional kingdom.The country had built a whole set of complex administrative mechanism to maintain the high efficiency of bureaucratic system,such as the talent resource storage system,which was aimed to inspect and select the genius leading the replacement among bureaucrats,played a significant role in the bureaucratic system.Due to the most complex bureaucratic system of Song Dynasty and piecemeal information of talent resource storage system among the historical materials,previous researches have poor acknowledge about the talent resource storage system of Song Dynasty.The previous researches based on the bureaucratic system of Song Dynasty has two issues that they paid high attention to the high official while paid low attention to the basic and they cared more about the Northern Song Dynasty than Southern Song Dynasty.Therefore,this article will focus on the talent resource storage system of central basic civil official of Southern Song Dynasty,which will base on the changing and establishing of talent resource system of central basic civil official of Southern Song Dynasty,and the selection and promotion of bureaucrat from talent resource storage system,and mainly discuss the politic intention changing and its effects during the variation of talent resource storage system.This article can be divided into five parts:The first part will discuss the origin of talent resource storage system of Southern Song Dynasty.The Northern Song Dynasty following the previous system inspected mainly about the literary talent of bureaucrats.During the Emperor Renzong of the Song Dynasty,the Mokan principle was added into Guange System,which result in the formation of Tiezhi characteristic among bureaucrats of Guange System.The meaning of talent resource storage of Guange System became less important after the separation of ability and level of Guange System during Yuanfeng.The second part will discuss the new pattern of talent resourse storage in SouthernSong Dynasty.After Southern Song Dynasty,the abilities of bureaucrats from Guange System could not match the requirements from government,which led the Liuyuansixia,the Liubujianmen and the LiubuJiage to form the new place for the talent resource storage.The third part will discuss the talent resource storage abilities of Liuyuansixia.The primary-level experience of the bureaucrats plays a key role in the bureaucratic selection of Liuyuansixia that are mostly financial advisors,which shows that the Southern Song Dynasty cares more about the abilities of the bureaucrats.In addition,the main parts of the bureaucratic promotion consist of Langguan and Zhizhou,which gradually forms the promotion mode of Liuyuansiuxia-Yushi-Qingjian-Shicong and it focus on retraining the ability of solving the politic issues.In the latter Southern Song Dynasty,there appeared challenges to shortage the power to storage talent resource of Yuanxiaguan due to the power declining of it.The fourth part will discuss the abilities of talent resource storage of Liubujianmen and Jiage.For bureaucratic selection,the bureaucrats from capital occupied the most part of Jianmen while the Jiage only consider about other places.What is more,the level of Jianmen is higher than Jiage,which represents the different grad-abilities of talent resource storage between Jianmen and Jiage.For the bureaucratic abilities,the bureaucrats from Jiage concentrate on document management,which is easy;the literary bureaucrats,such as Xueguan and Mishu guan are more likely to be advanced;official rank trend and excellentize are two important operation characteristics of Jiage.On the contrary,Jianmen participated more in politic issues.The difference between Jiage and Jianmen shows the talent resource storage of Southern Song Dynasty-two different system working parallel under bureaucratic system.The last part will discuss the declining of talent resource storage system.In the latter Southern Song Dynasty,the talent resource storage system was destroyed which result in the rapid declining of the power of storage system.On one hand,tangchu,which regarded as the main method to storage talent resource,lose its original idea that advancing talent in an irregular way and strengthen the position selection due to some selfish powerful prime ministers who use this system to buy popularity.On the other hand,the increasing crash between different bureaucrats leads the Xunzi principle over the storage system,which contributes to the actual position losing its abilities,thus the duty of the storage system becomes graded and official rank trend.
