In recent years,with the residents focus on the topic how to solve the problem of expensive medical treatment,which is difficult,plus medical insurance system to run will lead to the moral hazard and adverse selection behavior.Linfen City,which reduce its level of economic development,the size of low-income groups further increase,need for medical security work to maintain the basic medical interests of the majority of the population,especially the poor.Medical aid act as a basic security field of the system,but also China's basic social assistance work,its establishment and improvement is conducive to narrowing the income level of residents in the living standards,medical welfare gap,reflect the development of the people's requirements,and will provide protection.to help urban and rural residents.In this paper,the urban and rural medical aid policy has been sorted out in recent years to alleviate the difficulty of seeing the poor residents,and the literature on medical assistance has been studied.And through cooperation with Linfen civil affairs departments,the minimum living security center,collecting medical aid documents and data,analyzing of the actual effect of medical aid,and learn a lesson from the actual implementation about domestic and foreign relief experience.From the point of view of the supply of medical aid,the demand side to reflect the main problems are: the implementation of medical aid system is not in place,the lack of scientific standards of assistance;the procedures how to apply for medical aid is difficult;In addition,medical resources allocation are imbalance,Capital utilization is low;the fact how to identify the existence of medical aid needs of the poor is not yet accurate,there exists phenomenon about "save the rescue but not";Also,"one-stop" settlement services is not yet mature,triggering excessive medical expenses,rescue work is still far from ideal.The reasons for medical aid system of Linfen is not ideal due to the development of multi-faceted,mainly lack of urban and rural medical assistance resources,the main role of government agencies is declining,the lack of competent departments,non-governmental sector participation and so on.The main countermeasures are as follows: to further improve the urban and rural medical aid system,improve the overall level,clearly define the eligibility criteria of the recipient,and formulate the bailiff standard;encourage the charity involve the coordination of the system.enterprises should actively participate in the rescue,make use of private medical institutions bed vacancy rate of high resources;the government can give full play to the main role,speeding up the operation of public institutions of health institutions to guide the development of professional public welfare personnel,regulate the supply and demand of medical assistance both;Related social policy and medical assistance between the convergence,to promote one-stop settlement standardized operation;to accelerate the formation of pre-medical assistance,preventive health care development concept,and carry out public assistance on medical assistance.In view of medical aid is need for improving the multi-level medical security system,we should continue shift the focus of the work of the government and society to the livelihood projects so as to really solve the medical problems of the poor.
