Research On The Hohhot Government Purchase Elderly Service

After entering in twenty-first Century,the amount of elderly population in our country has been increasing,our society has entered the aging society in the condition of "aging before getting wealthy".With the people who were raised as first-child policy child has reached the age of childbearing,the family pattern has changed dramatically,showing a typical " inverted Pyramid" mode,practical problems about it should be solved quickly.The role of family pension in our country is getting smaller and smaller,the institutional pensions are limited by many factors,so the current pension mode has been unable to meet the need of elderly.For solving the pension problem,government should adopt the new means and methods to provide pension services.Pension service purchased by government not only would accelerate the function of the government,but also would strengthen the scale of social organization.This paper defines the concept of government purchase of public services and pension services,using the public goods supply theory and pension service theory as a theoretical support,taking Hohhot city as an example,to discuss the government purchase pension service from the angle of theory and practice.The problems existing in the implementation of the policy,capital investment and evaluation mechanism are found and analyzed.After introducing the different model of USA,Japan,Beijing and Shanghai,the countermeasures and suggestions about Hohhot government purchase pension services are concluded,hoping to improve the construction of government purchase pension services system theory as well as to enrich the government purchase pension service practical experience.
