The Current Situation And The Study On Its Development Of Volunteer Service In Zhuzhou

Since the 18th Party Congress,deepening the construction of mass spiritual civilization has become one of the party and government normalization work.Propaganda moral model,learning the spirit of Lei Feng,and promote the volunteer service has become important content to carry out spiritual civilization construction currently,especially for the community volunteer service work.Many places have launched the volunteer service regulations respectively,in order to further standardize the volunteer registration,management,and motivation.As an important practice in the public domain,community volunteer service has already accumulated a wealth of experience and a good social foundation.It has positive meaning to summed up the experience of volunteering in Western countries,especially in Hong Kong,Macao and Taiwan for promote volunteer service to standardization and systematization.As a national "two-oriented society”construction comprehensive reform experimental area——Zhuzhou is the key component of Chang-Zhu-Tan urban group.The development of volunteering in Zhuzhou accompanied by the overall development of Zhuzhou region.Data on volunteering network in Hunan Province shows that Zhuzhou registered volunteers 517,488,registered team 1,007(Data end in April 2017).During the period from 2012 to 2015,there were 109 outstanding youth volunteer service groups in Zhuzhou City,with 494 outstanding young volunteers.Volunteering in Zhuzhou to implement the socialist core values,social and spiritual civilization construction injection into fresh blood and infinite power.Also play a positive role to support Zhuzhou "two-oriented society”,"civilized city","four Zhuzhou" construction.This study aims to understand the status of community volunteer service development in Zhuzhou area,and put forward the construction opinions on the development of community volunteer service.The study found community volunteer service in Zhuzhou still faces many difficulties,,mainly in five aspects.firstly,the position of community volunteer service is too wide,no specialized;Secondly,the degree of expertise is still in low-level,and low coverage;Thirdly,the incentive mechanism is limited,lack of power source;Fourthly,the force is weak and space is limited;The last but not he least,shortage of sources,and difficulty in sustainability.The lack of capacity building,shortage of full-time professionals,'lags in related policies and legislation,and has a "dual" dependence to Administrative dominance causes these five problems.Based on above research,the author proposed development strategies to promote Zhuzhou community volunteer service development environment work,platform work,"two have" work,personnel continuing education work,and organizations capacity building in Zhuzhou area.
