The land requisition and resettlement of linear water conservancy project has some characteristics,such as long line,involving multiple agencies,and wide influence scope.Since risk factors transform constantly with engineering progress and have chronic,regional,and concealed features,it is hard to make risk identification,evaluation calculation,and management decision.Based on the deep analysis of investigation materials and theoretical results,the risk evaluation index system,conforming to the reality of linear hydraulic engineering land requisition and resettlement work,has been build according to risk characteristics of linear engineering and implementation of the plan in relocation for settles.The reasonable advice of risk treatments has been given by expanding risk level evaluation space,using analytic hierarchy process and fuzzy mathematics principle to compute the index weight and risk grade level.It also can provide reference for risk management decision of relocation for settles in similar projects.The main study results are as follows:(1)Based on the goal of engineering construction and work contents of relocation for settles,land requisition and resettlement risks have been identified comprehensively by using hall three-dimension structure model from dimensions of time,element and target.The relocation for settles risk evaluation index system of significant linear water conservancy project has been build through index filtration,disintegration and optimization and integration.(2)The risk grade evaluation space has been classified following five risk standard according to relevant regulations,existing methods,and engineering experience.Then index weight of each layer has been counted with importance rank using AHP.(3)The risk grade level has been confirmed through fuzzy membership function with quantitative index and method of estimating gradually by experts with qualitative one considering the fuzzy uncertainty of risk factors.Finally,a typical example of South-to-North Water Diversion project is used to verify the rationality of the method.(4)Combined with risk analysis results and experience summary,corresponding measures and suggestion have been put forward.The efficiency and effect of management in land requisition and resettlement work have been further enhanced.
