Research On The Development And Construction Of Party Organization In Xinglong County Of Hebei Province (1949-1965)

As the Communist Party of China is the core of leadership in the socialist cause of China,the building of the Party itself is of crucial importance to socialist construction.Party building is one of the keys to success,whether during revolution or in construction.The practice of revolution and construction has proven that the socialist cause led by the Party develops fast during the improvement of Party building.Therefore,research on Party building is of high academic value and of considerable realistic significance.Primary Party organizations in counties and at lower levels have the most direct and closest contact with the broad masses of the people.The words and deeds of Party members in these organizations directly determine the impression of the Party on the masses.In order to build closer contact with the masses,these Party organizations must continuously improve the comprehensive quality of Party members.This makes it necessary for primary Party organizations in counties and at lower levels to value and keep working on the development and building of the organizations.This paper studied the organizational building of the Party in Xinglong County from 1949 to 1965,in order to describe how a Party organization at the county level developed Party organizations in the county and carried out the organizational building of the Party.In addition to the introduction and conclusions,the paper is made up of three parts,mainly involving the following content.The first part introduced the organizational development of the Party in Xinglong County from the two perspectives of developing Party organizations and admitting Party members.In the early years since the establishment of the People's Republic of China,the development of community-level organizations in Xinglong County mainly focused on the improvement of rules and regulations and the training of Party members in the Party branches.Through several years of Party consolidation and education on the general line,community-level Party organizations had developed rules and regulations meeting practical conditions,and the overall quality of Party members had improved substantially by the end of 1954.From 1955 to 1960,there was an obvious increase in the number and scale of community-level Party organizations in Xinglong County.From 1961 to 1965,the community-level administrative structure of Xinglong County changed significantly,under the influence of which the community-level Party organizations there also made adjustments on a large scale.After a period of organizational building,the adjusted community-level Party organizations showed stronger leadership.In the process of admitting new Party members,Xinglong County changed its key orientation several times.In the early years since the founding of the People's Republic of China,all the Party members in Xinglong County disclosed their identities,and the county also entered a period of rapid growth in admitting new Party members at the same time.In the subsequent years from 1951 to 1954,the Party committee of Xinglong County shifted the focus of admitting new Party members,to emphasize the admission of new Party members from institutions,industrial and commercial fields etc,thus increasing the number of Party members to some extent.In 1955,Xinglong County began to vigorously promote the admission of new Party members around the county,so the number of Party members increased obviously.After 1960,Xinglong County shifted its focus to the admission of new Party members from the industries and areas with fewer Party members,thus making them more evenly distributed.The second part described how Xinglong County carried out the organizational building of the Party.From 1949 to 1965,Xinglong County actively carried out activities for the organizational building of the Party.In the building of Party organizations,the Party committee of Xinglong County adopted the way of supervision and inspection to urge relevant community-level Party organizations to rectify the problems of incomplete rules and regulations and slacking in organizational activities,to complete the rules and regulations of community-level Party organizations.Targeting the undemocratic leaders of some Party organizations and the weak connection between Party members and the masses,the Party committee of Xinglong County rectified the situations of the Party organizations with problems in the rectification movement,and improved the working style of Party organizations.In terms of team building of the Party,the management of Party members was further strengthened through the activities of Party consolidation.Activists with excellent performance were admitted to the Party,while unqualified Party members were expelled from the Party.The education of Party members in Xinglong County improved their comprehensive quality.The third part mainly discussed the effect and practical significance of the organizational building of the Party in Xinglong County.After the organization of the Party in Xinglong County was rectified several times,the structure of the Party member team was gradually improved,and the Party's publicity and education showed a tendency of diversified development,making the relations between the Party and the masses even closer.The development and building of Party organizations in Xinglong County from 1949 to 1965 could provide references for developing and building Party organizations in the new era.Unified thought the members of the party organization,can give full play to the functions of party organization's leadership core.Perfecting the rules and regulations of party organizations at the grass-roots level,to improve the working efficiency of the grass-roots party organizations,and then close ties between the party and the masses.Play the leading role of party members,can improve the execution speed of the party's plans.Carrying out the party members' education work,improve the overall quality of the contingent of party members,and will not be qualified party member to clear in time the party member troop,can set up the party's image of light among the masses..From 1949 to
