Study On The European Union Invoiving In The Iran Nuclear Issue

After the cold war,the European Union attached great importance to nuclear proliferation by developing nonproliferation policy.Iran nuclear issue may trigger large-scale nuclear proliferation in the Middle East,the US and Israel threatened to carry out military strikes on Iranian nuclear facilities.This situation endangered security order,power security and economic benefits of the EU.Furthermore,the EU sought to play an important role in the international community to show its influence on major international affairs.Pushed by many factors,the EU started to intervene in the Iran nuclear issue.The intervention of EU has two goals:1.Keep Iran out of the nuclear threshold,never allows Iran to be a nuclear-weapon state.2.Prevent the US and Israel using military force,settle the crisis peacefully.Foreign ministers from the UK,France and Germany visited Tehran in October,2010.They want an agreement on nuclear issue with Iran by diplomatic negotiations,then E3 mechanism came from the negotiations.After that EU senior representative joined the negotiations and brought out E3/EU mechanism.Under E3/EU,the EU took an engagement policy on Iran nuclear issue,in exchange of Iran's compromise.In respond to the EU's intervention,Iran suspended uranium enrichment activities.In 2005,Mahmoud Ahmadinejad stepped down,Iran restart its uranium enrichment,which declared the failure of the EU's engagement policy.In order to deal with the heating Iran nuclear issue,the UK,France,Germany,China,the US and Russia together established P5+1 mechanism.Six countries agreed to submit Iran nuclear issue to United Nations to discuss.Under the P5+1 mechanism,the EU adjusted its policy to 'dual track policy',added sanction option to the former negotiation option.In 2011,IAEA released a report suggest that nuclear explosive device is included in Iranian nuclear project.The EU imposed economic sanctions on Iran's energy exportation,caused its domestic social conflicts.In 2013,Hassan Rouhani came into power,seeking to improve relations with western countries,and initiated new rounds of negotiation with six countries.After several rounds of negotiation,they finally reached a full nuclear pact in July,2015.In the process of intervening Iran nuclear issue,the EU played a mediator role in most time,emphasizing diplomatic negotiations to settle Iran nuclear issue peacefully.The intervention of the EU proved the effect of diplomatic and engagement policy.The EU's action also influenced the diplomatic stance of the US.Obama office changed previous policy of not contacting,participated in rounds of negotiation.The EU's sanction pushed Iranian political situation,resulted in Rouhani's leading.The full nuclear pact created a new path to maintain international nuclear proliferation.The EU revealed its 'classic Europe' manner,manifesting its ability to participate in major international issue and its leadership in international affairs.
