The Construction Of Fault Tolerant Mechanism From The Perspective Of Local Government Innovation

Nowadays,local government innovation is the main driving force for the vigorous development of China's economy,helps to solve the social contradictions and guarantees the stable development of society.The motivations of local government innovation are derived from the guidance of local leaders' innovative spirit and from the pressure of competition between central government and local government.Theoretically,the number of local government innovation should increase year by year.But recently,China's local government innovation has get into troubles,such as some local government officials do not want to innovate,as the phenomenon of unwillingness to innovate still exist.According to the previous local government innovation award number of reporting,the number of local government innovation declined seriously.The reason of declining behind the theory and reality lies in: First,innovation is a trial-and-error process,which means innovation has the characteristics of trial-and-error and post-dominant;Second,China lacks the protection mechanism for the innovated officials;Third,negative incentives of innovated officials are rising.At present,China has entered the deep water of reform,therefore,a comprehensive deepening reform is imperative,in order to win the reform battle,local government officials at all levels need innovations,for which,should establish a corresponding fault-tolerant mechanism to encourage local government officials to continue reforming and innovating.In order to solve the problem that officials afraid innovation,some local governments have introduced regulations relating to "fault tolerance",with a view to encouraging their innovation ideas through the form of fault tolerance mechanisms,but actually,the afraid-innovation phenomenon of local government officials still exists and becomes more severe.Through the analysis of the implementation of "fault-tolerance& punish-exempt" regulations,it was found that the reason for its ineffectiveness was that the legal effect of the regulations was insufficient and the content was not professional enough.On the basis of the relevant experience in China and abroad,this paper tries to explore the mechanism of fault tolerance under the construction of local government innovation.This paper claims that a perfect fault-tolerance mechanism should include content,subjects,procedures,and open systems during the fault-tolerant processes.At the same time,in order to make the fault-tolerance mechanism better implemented,government should establish the local government innovation red line and the principle of danger liability,create encouragement innovation and build fault-tolerance social atmosphere.
