Research On The Optimization Of Fault Tolerance Mechanism Of Local Cadres In The New Era

Socialism with Chinese characteristics has entered a new era.Local cadres,as the backbone of local government work at all levels,are responsible for reform and innovation.Under the pressure of strict and comprehensive party governance,the phenomenon of inaction and slowness is prominent.How to effectively encourage local cadres and encourage local cadres to face the new era with courage to reform and innovate is an important issue that needs to be resolved.In order to stimulate enthusiasm for reform and innovation of cadres,fault-tolerance mechanisms are explored and practiced across the country.Policy texts vary from place to place,mainly based on local characteristics,and highlighting autonomy.There is a large gap in the depth of policy text practice.This paper aims to activate the space for reform and innovation of local cadres through the perfection and innovation of fault-tolerance mechanism,which is conducive to the reform and innovation of local cadres and encourages cadres to take on new actions in the new era.Based on the research results at home and abroad,this article analyzes the connotation of the fault tolerance mechanism of local cadres in the new era,and explains the connotation of the new requirements and fault tolerance mechanism of local cadres in the new era.Taking public choice theory,bounded rationality theory and incentive theory as the theoretical basis,through the fault-tolerance mechanism policy text and practical case analysis promulgated by Zhejiang Province,it specifically involves the main body of the fault-tolerance mechanism,the scope of application,the operating procedures,the operating relationship with other related mechanisms,and the operation result.From the perspective of specific practice,the problems existing in the practice of the fault tolerance mechanism of local cadres are mainly: the unclear definition of fault-tolerant subject rights and responsibilities,the fuzzy definition of fault-tolerant situations,the inconsistency of fault-tolerant procedures,the lack of risk assessment links,and the lack of connection with other mechanisms.The main reasons for the problems come down to: inadequate laws and regulations,difficult identification of fault-tolerant situations,inadequate risk assessment,and lack of strong fault-tolerant atmosphere.To further improve the fault tolerance mechanism of local cadres in the new era,efforts need to be made from thefollowing aspects: clarify the responsibility of the fault-tolerant subject,correctly determine the application situation of fault tolerance,standardize the fault-tolerant operating procedures,link the operating relationship with other mechanisms,improve the risk assessment mechanism,and create a fault-tolerant and exemption responsibilities.
