In contemporarysociety,the most important ruler to measure whether a country is advanced or whether its national strength is strong is that the level of education in the country.However,in the context of the era of "changing the fate of knowledge",the quality of teaching is difficult to obtain a stable guarantee for rural schools lacking excellent rural teachers.It will also lead to the growth and development of rural school students lost at the starting line.Therefore,it is of great practical significance to support the development of rural education in the western region and strengthen the construction of rural teachers.In recent years,the Party and the government have actively introduced the documents on reforming the rural teachers teaching ability training and rural education.However,the western region of rural education is not only considered a simple education sector,only through the party and government efforts are not enough,it needs the cooperation of the whole society members.Therefore,China Soong Ching Ling Foundation as China's top ten brands of non-profit organizations together to participate in the use of social capital collaborative government,in order to solve the current problems of rural teachers in the western region,in 2006 to start the implementation of the "Western Gardener Training Program".The thesis is divided into five chapters.Chapter One is the introduction part,which mainly elaborates the significance of the topic selection,the research status quo,the research method and the innovation.Chapter Two discusses the related issues of China Soong Ching LingFoundation,the Starbucks Foundation and the Pei Luocheng Education Foundation,which invested the program,followed by the realistic background of the implementation of the program and the brief process and current achievements of the program.Chapter Three expounds the theoretical basis of the implementation of the program,including the theory of the classical Marxism and the Chinese Marxism on education poverty alleviation.Chapter Four elaborates the contents and the results of the implementation of the program.The Chapter Five discusses the current problems and countermeasures of the program.This chapter puts forward four questions and four corresponding causes that the current factors which may limit the development and operation of the program,and put forward some constructive measures on the existing problems of the program.This thesis has two innovations: First,from the perspective of the internal management of the Foundation,toanalyse the western region of rural teacher training problems and shortcomings.Second,use of Marxist theory,to analyse andsolve the problem of the project operation of the Foundation.
