Foreign and domestic human resources developing and management theories and their successful practices fully proved that developing human resources and promoting human capital in poor areas play a basic, decisive, strategic and leading role in eliminating "poor quality barrier" and going out of the "poverty trap " in the anti-poverty battle.In the process of whole constructing comparatively well-off standard of living society, the main point is rural area and the difficult point is poverty areas. Guizhou Province is the chief battlefield in poverty alleviation campaign of the whole country because of its large poor area and deep poor degree. The key and nuclear point in resolving the poverty alleviation issue and the whole "agriculture, rural area andpeasants" in Guizhou is to break the traditional poverty reduction drawbacks-payinghigh attention to invest materials and less attention to develop human resources. We should heighten the poor labour forces' basic qualities and professional techniques to reinforce their anti-poverty capability. There are many problems calling for immediate solution in whole country especially in Guizhou rural poor labour force developing and management that need us to answer from the angle of theories, policies, measures and mechanism creation, and then propel the poverty alleviation work forward in whole province. The study on domestic human resource developing in poor rural area is avulnerable spot at present, and in Guizhou it still lies blank. In order to provide some references to whole country's poverty alleviation training .management and the constructional policy ground to each level Party Committee and government, this article is to probe the basic traits, chief goals, main contents and basic principles of Guizhou poverty reduction training management and put forward the concrete countermeasures to strengthen the training management with the poor labour force developing and management in Guizhou poor area as its object of study, under the guideline of state laws and regulations and polices in force, applying documents study, investigation study, historical study and compare study etc. methods, using the experiences of other countries' human resources developing theory and practice result for reference, on the basis of summarizing the experiences of Guizhou poverty alleviation training and management and deeply analysing the existing problems.The article is divided into three parts-preface, text and appendix. Thefollowing is the main contents of the text.1. The traits of Guizhou poverty alleviation training management and its main existing difficulties and issues. I think Guizhou poverty reduction training management has six traits: dual nature; regional differences; extended, complicated and dispersed space; rich and diversified style, structures, forms and contents; the effective effect and practical contents; management of national traits etc. The main three difficulties confronted in present poverty alleviation training management made it difficult to enlarge the training scale under the existed mechanism: the contradiction between training people's large quantity and poor quality and the lack of training resources; high training management cost caused by poor labours' poor living condition and dispersed residence; weak governmental plan, divided function among government departments, limited power of poverty alleviation department, the low integrity of training resources. Seven prominent problems: (1)The poverty reduction training resource is a planned economic assignment model "from above to the end". Emphasizing justice and giving consideration to efficiency have not been integrated. (2)The real situation of poor labours' family has not been made clear, so the real trained people cannot be identified precisely. (3)Lack integrated scientific training plan for poor labours. (4)Make training plan freely and the whole process management mechanism has not been formed.
