There is a saying,"Young strong,the country is strong".Youth is the hope of the motherland and the basic strength of the harmonious development of the society and country.But reports of school-bullying are often seen in media and online nowadays,among which are filled not only with violent attacks but also obscenities filmed upload.Things above are deadly startling,and it's hard to connect all these shocking extreme cases to school students! It causes many people to think about the reason why these bullying events happen on campus frequently.Primary and secondary school students' growing process are influenced by family,school and society.The problem of bullying is rooted in the family,appear in school,worse in society.Recently,Premier Li Keqiang made some introductions on the phenomenon of campus bullying.He said:"campus should be the most sunshine,the safest place.Campus bullying frequently,not only harms the physical and mental health of minors,but also challenges the bottom line of social morality.The Ministry of education should improve laws and regulations,strengthen the legal education for students,and resolutely curb the disregard of human dignity and life behavior".Based on the the perspective of government governance,this paper draw lessons from the United States and the Japanese government's policy of prevention and treatment,in order to explore the root causes of bullying in our country and its preventive measures.This paper is mainly divided into six parts,the first part describes Chinese bullying research background,research purpose and significance,research status,research methods and ideas.The second part firstly defines the sources and concepts of bullying and campus bullying,and defines the age range of bullying in campus.The third part describes the current situation of our country's current bullying policy through the introduction of the policy and the existing laws and regulations of China's primary and secondary school bullying.The fourth part analyzes the problems in the management of bullying in our country and the reasons for these problems.The fifth part describes the countermeasure of United States and Japan which prevent and control the phenomenon of bullying in primary and secondary schools,and it provides experience for the Chinese government to solve the phenomenon of bullying in primary and secondary schools.The sixth part combines the characteristics of campus bullying in primary and middle schools in China,and learns from the beneficial experience of foreign countries,and puts forward some countermeasures to prevent and control the phenomenon of bullying in primary and secondary schools in our country targeted from the country,law,society,schools and other aspects.
