An Analysis Of The Dilemma Of Charitable Foundation In Social Governance And The Countermeasures

At present,we put forward the reform of social governance system,that is,to innovate the content of management,clarify the field of government management,strengthen the whole society to participate in social governance vitality,to regulate social contradictions,the formation of taking into account the interests of all sectors of society,safeguarding the overall interests of the whole as a combination of sustainable management mechanism.As a kind of nonprofit organization,charity organization plays an important role in promoting the reform of the government system and the change of function,or in regulating the social income distribution and perfecting the social security system.To promote the innovation of social management,we need to handle the relationship between government and social organization correctly,and give full play to the role of each participant in social governance.In general,China's charitable organization developed late,the development is still very immature.It have to be improved in theory and practice.First of all,through a large number of literature reference,this paper based on governance and good governance theory,civil society theory theory and the theory of state and social relations to put forward the necessity and feasibility for China's charitable organizations to participate in social governance,and meantime point out that charitable organizations participate in social governance,not only help to improve the government-led,the community to participate in various social management and the development of new mechanisms to fully mobilize social resources to solve people's livelihood problems and development issues,but also help to improve and enhance the social autonomy mechanism to promote separation of government and society.Secondly,through the analysis of the charitable foundations within the nature of the system,the charitable foundation of the government unit and the charitable foundation founded by the community three types of classic cases of China Charity Federation,One Foundation and Tencent public funds in the development of some of the problems and the development experience of China's charity organizations to participate in the current difficulties of social governance to conduct a systematic study.From the internal control point of view,the charitable organization of our country has a serious tendency of government,the chaotic of the internal structure,the low level of specialization and the weak construction of public credibility.We can see from the external control factors,due to the public charity concept,the government management system,the media and the charity and other aspects of the problem,making the development of charitable organizations are restricted,so that the role of social governance is restricted.Finally,on the basis of the experience of foreign charity development and the concrete consideration of China's national conditions,the author puts forward some suggestions on how to solve the plight of charitable organizations in social governance.From the internal management mechanism,it mainly include the improvement of internal mechanisms to strengthen capacity building,improve the level of specialization and strengthen the credibility of the construction of four aspects;from the external construction point of view,It include the cultivation of charitable culture,playing a new media propaganda,Promoting the reform of government management system and optimizing the allocation of charitable resources.Through the analysis of internal and external factors of the charitable organizations,in order to participate in social governance,such corresponding analysis,in order to improve the charitable organization's social management capacity,crack the participation in social governance problems,make recommendations.This article provides a thought for charitable organizations to participate in social governance,social management innovation and other related research.
