| By analyzing the domestic and foreign research on the performance appraisal,this paper tried to apply the performance assessment theory,tools and methods of the enterprise into the field of public administration performance index system design in the context of public service-oriented government and situation of Tianjin municipal postal administration.In order to solve the problem.This paper is specified in the aspects of the organization performance and Individual performance indexes.This paper is mainly based on the theory of management of objectives of balance score card and capacity performance theory of competency model.On the one hand,through analyzing the strategic goal of Tianjin postal administration,author divided organization performance index into 22 refinement indicators.On the other hand,with competent model,this paper divided performance index of civil servants into five dimensions of quality model,then build a Tianjin postal administration personal evaluation index system of the preliminary framework.In this paper,the method of questionnaire survey and interview are used in the process of index selection,and the weight of the index is determined scientifically by using analytic hierarchy process and expert opinion method.The research,which there is few similar studies in same field,provides a way to improvement of performance evaluation index system construction of Tianjin postal administration.The research results have strong empirical significance,and will be valuable to management performance appraisal of other similar public sector. |
