Research On Policy Implementation Of University Students’ Voluntary Service Western Plan

College students volunteer to serve the western plan(hereinafter referred to as the "western plan")is a major policy decision made by the Party and the State in the new situation and made by the ninth executive meeting of the state council in 2003.It is an important measure to promote the development of the western region,to strengthen the power of talents and to rejuvenate the country through science and education,and to strengthen the self-training and employment of college students.From 2003 to 2017 of the implementation plan in the western part of 15 years,a total of nearly two hundred and ten thousand college graduates actively respond to the communist youth league central "go west,to the grassroots,where the motherland needs us most",with full enthusiasm into the the public welfare undertakings,to our country in the western region to carry out voluntary services in seven areas,including the basic education,agricultural science and technology,health,youth work,social management at the grass-roots level,service of Xinjiang,Tibet and so on.With the continuous development and progress of the socialist modernization program,participating in the western plan has become an effective way for college students to move toward society,exercise themselves and contribute to the country.Western plans to promote volunteerism,promote healthy economic and social sustainable development in western China,to train excellent workers with rich work experience at the grass-roots level,alleviate the employment pressure of college graduates has played a huge role.Western plan as a popular social public welfare undertakings,despite the attention of the society from all walks of life,has obtained certain achievements,but there is no denying that,in the concrete implementation process,many aspects still face a dilemma.As a member of the volunteer team,I participated in the western plan in July,2013,and was allocated by the communist youth league A provincial committee,and started a two-year volunteer service in B city,A province.Combined with my experience,and through communication with other volunteers,I deeply realize that though western planning policy has been carried out for 15 years,have made great achievements,but for now,there are still many problems affecting the effects of its execution,for example,project department in the service project,volunteers pre-service training,volunteers subsidies,preferential policy implementation and other problems;The problems existed in the policy propaganda,the recruitment process of volunteers,the management of volunteer service process and the implementation of preferential policies;Local governments have problems in the implementation of information exchange system,fiscal policy and preferential policies.The problems existing in the management of the service units,the management of the service process and the protection of rights and interests.These problems have greatly influenced the enthusiasm of college graduates to participate in the western plan,which has affected the implementation effect of the western plan policy and restricted the healthy and sustainable development of the western plan.Therefore,careful analysis and study of these problems,and put forward feasible suggestions for improvement,whether in theory,or from the practice,to effectively promote the healthy sustainable development of the west has very important practical significance.This article from the perspective of policy implementation to the western plan produced by the problems in the process of policy execution has carried on the comprehensive analysis and research,from the selected topic background and research significance of the brief analysis of the western plan the present research situation,summarizes the thesis research the content,lists the paper used in the study of research method,this paper introduces the related concepts of policy implementation and theoretical basis,pointed out in this paper,the possible innovation points;This paper narrated the concept of western plan,the generation and development of western plan,the basic content of western plan,and analyzed the stakeholders in the implementation of western plan policy.Then,from the project department,colleges and universities,the local government,service unit for the six parts(That is,western plan service project setting,western plan policy publicity,volunteer recruitment procedures,volunteer pre-post training,volunteer service process management,preferential policies)four aspects,such as the problems existing in the process of western planning policy execution are analyzed,and puts forward some Suggestions for improvement to the western planning policy execution.
