Research On The Cooperation Between Government And NGO In The Process Of Purchase Of Public Services

With the rapid development of our economy and society,people are dynamic,diversified and personalized demand for public service of the government,for this trend,a single main supply has been unable to meet the needs of the society.New public management theories propose the government purchase of public services to reduce the operation cost and improve the efficiency as one of the important measures.In recent years,the case of Beijing buy NGO public service is increasing,generate different forms of the relationship between Government and NGO : the relationship between government and the government of NGO more likely to strong dependent form,the relationship between the government and the grassroots NGO tend to the poor partnership.Accumulated some experience,but there are also some the problem.Through the analysis of the current status of the development of NGO and government purchase of NGO public service situation,combined with the Beijing city government purchase service purchase case to explore the relationship between NGO and the establishment of the service in question,the main problem is that the discourse in the decision-making process of power and negotiation instability,rent-seeking and corruption,lack of grassroots NGO initiative.To solve the above four problems respectively from the three aspects of government,NGO,environmental analysis of its causes,combined with the British and American experience in the last chapter put forward some policy suggestions from the government and NGO dimension.Compared to the dependence of partnership can play the comparative advantages of NGO,to provide better public services,because the Chinese existing conditions,we can not abandon the dependence of existence,but the strong partnership is the main trend of future development.
