Research On The Problem Of Government Purchase Of Public Service And The Way To Solve The Route

Since 1990s,the supply mode of government procurement of public services has been promoted to the stage of further development.The reform of political and economic system and the influence of globalization have put forward higher requirements for our government functions.In the new era,how to improve the supply efficiency of public services and meet the needs of diversified public services is a key issue that our government should focus on in modern governance.This paper combined with the new public service theory,the contract theory of multi center governance and some typical cases,analysis of difficulties and the causes of current situation,China' s government purchase of public service,finally proposed to further promote the government purchase service path.This paper discusses the related issues,combined with the theory of government purchase of public service supply mechanism of the causes,development and the achievement of specific performance:promoting the contradiction between supply and demand,multi governance and changes in the administrative environment;in the development process is divided into three stages,the stage of exploration,the development stage,in-depth development stage;in the process of the development of top-level design,local practice has made remarkable achievements,including the purchase of the mechanism of the trend of standardization and tend to purchase content specific,purchase diversification etc..However,there are still some difficulties in the exploration and development of public services,such as interest game and conflict among multiple stakeholders,the dilemma of government led supply system reform and the implementation dilemma of purchase services.Therefore,based on the analysis of the plight and its causes,this paper puts forward some reform approaches and ways to improve it from the cognitive level,the participant level of purchase,the contract management mechanism and the relevant guarantee mechanism level,some reform approaches and ways to improve are put forward.
