A Study On Improving The Public Service Ability Of Local Government In The Northwest

The Basic-level government is the most closely organized organization with the masses in our system of political power.She is close to the local public and has a natural advantage in understanding the real needs and specific preferences of the grassroots people,in addition,who is the dominant force of public service products.Therefore,it is necessary for the Grassroots governments to establish the concept of public service,and enhance public service awareness,and strengthen public service function.For the Grassroots governments,the public service ability and level of promotion,it is significant for the grassroots people's living standards and happiness index increase,for the construction of service-oriented government,the construction of a harmonious society.The northwest provinces are supported by national policies and their own construction,the economic and other aspects of the provinces have developed rapidly,people's living standards gradually improved,and the grassroots government has also made great progress in providing public services.However,the gap between the grassroots government's public service capacity and the level of the eastern developed areas is still very large,especially in the grassroots people on the relationship "people's livelihood" of public goods and public service demand in both the quantity and quality Higher requirements of the background,the northwest of the grassroots government public service capacity is relatively inadequate.This paper makes full use of public management theory,public service theory and public choice theory and other relevant theories,and in the new situation environment,that is,the first year of the 13th five-year plan is led by the report,to study the public service capacity of the grass-roots government in the northwest region.First,we will define the public service capacity of the primary government,gives a definition of grass-roots government public service ability for the basic-level government execution of policies and regulations of public service ability,public service product supply capacity and provide a basic education,social security and public service ability of public infrastructure.Second,It is found that there are still many problems in the public service of the grassroots governments in the northwestern provinces and autonomous regions:if the grassroots government is not enough to meet the needs of the public,the service capacity of the public service personnel is limited,and the grassroots level of the public service sector is limited.Government investment in public services is insufficient,the main body of public service supply is single,the supply of public services is unbalanced,the degree of equalization is low,the public service quality of the grassroots government is low and the sustainability is weak.Finally,after a thorough analysis of basic situation in the region,and based on the deep analysis of these problems,the reasons for the existence of the problems,and the lessons learned from other regional development experiences,this paper uses the methods of theoretical guidance and comparative analysis to find the concrete countermeasures to enhance the public service capability of the grassroots government in the northwest.
